Description of Work Unit

The Facilities Management Finance work unit exists to provide the following services:

  1. Provide services to Facilities Management in the areas of Facilities Management budgets, accounting, financial management and reporting, university billings and department receivables, department internal financial control processes and procedures, financial instruction, and departmental financial accounting system maintenance (FAMIS).
  2. Provide services to the University community and non-University entities in the areas of billing, financial reporting, and real estate leases. Provide reports to the Budget Office, Business and Finance, VPUO, President’s Office, etc. for building costs, INTO leases, student facilities fees, budget book information, etc.
  3. Pay, track, and report on university utilities.
  4. Provide construction accounting services to project managers and Business and Finance in the areas of accounting and fund management, purchasing, contracts, payments, account creation and close-out, capitalization, bonded projects, and quarterly reporting for the Board of Governors.

Position Summary

This is a hands-on position that involves review and approval of financial transactions, account reconciliations, journal entries, reporting, research, etc. At the same time, this position, based on professional knowledge, experience, and discretion, must determine when current, proposed, or potential activities may trigger real or perceived fiscal integrity or misconduct and act to avoid possible problems.

This position manages a finance group consisting of one Accounting Tech IV, four Accounting Tech Ills, and one Accounting Tech II. This work unit exists to provide the following services:

  1. Provide services to Facilities Management in the areas of Facilities Management budgets, accounting, financial management and reporting, university billings and department receivables, department internal financial control processes and procedures, and financial instruction. Facilities Management has over one hundred operating accounts with a budget of almost $100 million.
  2. Provide accounting structure, maintenance, and updates for the department’s Facilities Integrated Workplace Management System which is used to track university space, labor and material costs on work orders, logistics warehouse inventory, operations material and service purchases, billings to university and non-university customers, and reporting.
  3. Provide services to the University community and non-University entities in the areas of billing, receivables, reconciliation and financial reporting for real estate leases, Colorado State Department of Public Safety lease, INTO lease, and other leases for federal buildings on university property.
  4. Provide construction management accounting services and reporting for over 200 accounts with annual expenses of about $140M. Provide information to Business and Finance for capitalization purposes and for annual financial statements. Manage complex funding streams for capital construction projects that can include state funds, bonds, donations, university resources, student facility fees, and grants.

Required Job Qualifications

  • Bachelor’s degree in Accounting or Finance plus 7 years of progressive professional accounting experience.
  • Three years of demonstrated experience preparing financial statements with knowledge of the construction industry.
  • Minimum three years of supervising professional staff.
  • Evidence of strong and professional communication skills with the ability to speak to all levels of an organization.
  • Experience and working knowledge of accounting systems, Microsoft Office suite, and use of data mining tools.

  • Outstanding analytical abilities, including the use of statistical techniques, financial modeling, and data management.
  • Ability to work effectively in a team environment, as well as autonomously.
  • CPA or advanced degree with a concentration in finance, accounting or related field.
  • Advanced knowledge of Microsoft Excel, Microsoft Access, and data mining tools.
  • Experience in job cost accounting and financial reporting.
  • Experience working with institutions of higher education or government agencies.
  • Experience working in large, diverse organizations.

Essential Duties

  1. Provide direct leadership, supervision, and management for the Finance staff (six FTE accounting techs)
  2. Provide leadership to all other Facilities Management work units in the areas of accounting, budgets, and fiscal rules and procedures.
  3. Provide training and act as a resource to department staff.

  1. Manage the accounting work unit by establishing goals, setting priorities, allocating staff and monetary resources, developing policies and procedures, and implementing them.
  2. Develop job descriptions, hire, develop performance plans, mentor, and prepare evaluations for direct reports.
  3. Reassign duties to reflect changes in organization or department needs.
  4. Provide appropriate training for job performance.

Percentage Of Time 5% Job Duty Category Financial Management, Budgets, and Accounting Duty/Responsibility

  1. Coordinate development for a $100 million dollar Facilities Management operation. Operational groups include Trades; Outdoor Services; Building Services; Planning, Design, Construction; Engineering; Utilities; Space/GIS; Administration; and operations in leased buildings. Review budgets, prepare financial reports, perform financial and operational analysis, make projections, and make changes as needed to prevent fund balance deficits or budget overages.
  2. Oversee department billings, deposits, accounting transactions, fiscal management, and reporting.
  3. Develop internal financial control processes and procedures, financial instruction, and departmental financial account system maintenance. Develop and implement written procedures.
  4. Design ad hoc reports to reflect specific management concerns (variances, revolving fund profits or cash deficits, labor hours, work order activity, warehouse/stock analysis, building maintenance and operations costs, etc.)
  5. Ensure validity of Facilities Management accounting subsystems, ensuring validity and reconciliation of KFS with revenues and expenses in subsystems.
  6. Oversee the payment, tracking, and reporting of about $20M in University utilities, including electricity, water, sewer, natural gas, propane, steam, and chill water.
  7. Provide construction management accounting, purchasing, expense tracking, payment, and reconciliation, and reporting for about 200 accounts with annual expenses of over $140M. Provide oversight and training on state, University, federal and Facilities rules and fiscal procedures for projects. Coordinate with other divisions on campus on project management budget and funding matters.
  8. Work with Business and Finance on various projects having complicated budgeting, funding, reporting, and capitalization issues. Recommend changes to policies or procedures as needed to reflect changing goals or University needs. Act as department liaison for audit requests.
  9. Consult with and advise Budget, VPR, and VPUO on various cross-department projects. On-going projects include managing funding, expense, and reporting issues for the Real Estate Office, Student Facility Fee funds and projects, bonded projects, NRRC university and bond trustee financial issues, VPR commitments for projects, the INTO and Department of Public Safety/Fire Operations agreements, and other building lease agreements.
  10. Provide complex information and analysis regarding operational, building, and construction issues to consultants, APPA, the Facilities Associate Vice President, and other departments as requested.
