Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at CSU. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DOD) and other public lands. We provide technical support, and conduct applied research. We collaborate with our sponsors and within CSU to resolve complex environmental issues through science-based decisions and recommendations.

Position Summary

The Game Management Section (GMS) Leader administrates, plans and manages the formal public hunting program at Pohakuloa Training Area (PTA). The Leader coordinates public hunting activities and plans and implements game management and hunting activities at Pohakuloa Training Area (PTA) in accordance with the Sikes Act and applicable Army regulations. Through managed harvest, this program reduces stressors on sensitive resources on PTA-managed lands and thus supports sustained military training there. The GMS Leader is directly supervised by the PTA Natural Resource Office (NRO) Wildlife Program Manager. The GMS Leader oversees management plan implementation and is responsible for estimating game populations to support public hunting activity, and to collect and analyze hunter effort and harvest data. The GMS Leader implements field operations, including, but not limited to, facilities construction and maintenance (e.g., water sources, fencing and gates, information kiosks). The GMS tracks and records field activities using standardized database software. This position coordinates Army approval for opening hunting units. Frequent and regular coordination is required with the PTA Command Team, Army Biologist, DA Police/Conservation Law Enforcement, Range Division, Directorate of Emergency Services, Public Affairs Office, and the State of Hawaii Department of Land and Natural Resources. The GMS Leader will administer the program and distribute hunting information via web based software designed to manage public hunting information, hunter registration, permit sales, harvest reporting, and automated data tabulation and analysis. This position will coordinate and collaborate with other natural resources support staff at PTA.

Required Job Qualifications

  • BS in Wildlife Biology/Management, Natural Resource Management, Biology, or closely related field.
  • 3 or more years of applied experience in managing game management programs and populations (i.e., preparing regulations or policies, conducting population surveys, establishing harvest levels, monitoring hunting activity, manning game check stations, etc.), with specific experience managing upland birds or feral ungulates
  • Basic proficiency with ArcGIS, including data entry and management, analysis, and map creation.
  • Experience with Global Positioning System (GPS) and field navigation.
  • Current Hawaii Hunter Education/Safety Program Certificate or ability to obtain within 3 months of employment date
  • Must have or be able to obtain a valid State Driver’s license by employment start date.

Preferred Job Qualifications

  • MS in Wildlife Biology/Management, Natural Resource Management, Biology, or closely related field.
  • Strong technical writing skills
  • Knowledgeable of federal and state environmental laws and regulations.
  • Knowledge of Hawaiian game species and Hawaii hunting regulations.
  • Proficiency with data management and basic statistical analysis using MSExcel and other programs.
  • Ability to conduct strenuous field work on extremely rugged terrain and in adverse weather conditions.
  • Experience driving 4×4 vehicles on roads and trails.
  • Experience hunting ungulates and upland game birds.
  • Experience with public outreach such as planning public meetings and making presentations.
  • Experience coordinating with multiple agencies to implement programs.
  • Experience managing and operating web-based resource management and use software applications (e.g., iSportsman).
  • Experience controlling vegetation via mechanical and chemical methods

Essential Duties

Job Duty Category Administer and Coordinate Public Hunting Duty/Responsibility

  • Review, update, and coordinate, through appropriate coordination and approval, the PTA policy for public hunting. Ensure rules governing hunting at PTA are consistent with State of Hawaii rules where applicable.
  • Support periodic review and update of the SOP for the PTA policy for public hunting.
  • Implement approved SOP developed by supervisor and government staff for the PTA public hunting policy and coordinate with appropriate Directorates to schedule hunting activities per SOP directives. The Game Management Section Leader sometimes takes direction from the supervisor but is the primary point of contact for the overall Game Management Program.
  • Administer and maintain a web-based software program to provide information to the public about hunting opportunities and access, to manage hunter registration and permit sales, to compile and report harvest reporting, and to export data for analysis including game sampling data and population estimates, hunting success and activity data from hunters, and data about hunting-related infrastructure on the installation.
  • Interact with, provide support to and provides updated information to public hunters via the web-based program, telephone, text, and email regarding registration status, permit sales, and hunting opportunities. Attend public meetings as directed.
  • Ensure the approved PTA public hunting policy, with clear concise rules, is available to public hunters via the web-based program.

  • Assist with development of game monitoring protocols, implement field data collection for estimating game populations and other objectives, and manage data collected. Document all activities in appropriate data management systems.
  • Analyze data and evaluate results to support hunting access and activity levels. Produce reports as required to guide program priorities and hunting activities and areas.

  • Assist with development of and implement a game management plan to include the identification, construction, and maintenance of game management support facilities, such as water units for game birds, designated parking areas, information signage.
  • Record field activities into the PTA NRO Management Action Tracking System.

  • Write and/or review technical documents such as quarterly reports annual reports, biennial reports, memorandums, study protocols, and standard operating procedures.
