Job Outline

Reporting to the Recruitment Manager, the Recruitment Officer will contribute to the successful delivery of talent acquisition strategy and employer branding activities, and proactively partnership with hiring departments and external recruiting agencies for the effective recruitment of talents.



  • University degree in HR, Business, Management, Marketing, Communication, English or other related discipline;
  • Good command of both English and Chinese;
  • Proficient computer skills (e.g. Microsoft Office) and in depth knowledge of data processing and analysis;
  • Strong communications and interpersonal skills;
  • Excellent presentation and writing skills;
  • Excellent planning, organisational and time management skills;
  • Ability to build effective relationships with people at all levels;
  • Demonstrated ability to lead and motivate staff;
  • A high degree of self-motivation;
  • At least 3 years work experience in recruitment function;
  • Experience of talent acquisition;
  • Good knowledge of employment laws and regulations;
  • Experience of working in an international setting;
  • Strong relationship with recruiting agencies;
  • Ability to prioritise workload and work towards tight deadlines;
  • Ability to work well under pressure;
  • Ability to work both independently and within a team;
  • Accurate and attentive to detail;
  • Highly organised and methodical;
  • Responsible and trustworthy;

  • Overseas study experience;
  • Master degree in HR, Business, Management, Marketing, Communication, English or other related discipline is preferred;
  • Strong Negotiation Skills;
  • Knowledge and experience of using HRM system, e.g. PeopleSoft;
  • International recruitment experience preferred;
  • Experience of employer branding;
  • Experience of University recruiting is a plus.

Main Duties and Responsibilities

  • Work with the Manager to develop and implement talent acquisition strategy, recruitment plans and projects;
  • Provide professional advice and support to staff on recruitment and employment related matters;
  • Work closely with Schools/Departments to understand their recruitment needs, develop effective recruitment strategies to hit recruitment target and ensure all positions are filled with high quality and reducing cycle time and cost;
  • Responsible for the full-cycle of staff recruitment process from gaining authority to fill a post, advertising, receiving applications, short-listing, interviewing, and making offers to issuing a contract;
  • Manage other recruitment requests, e.g. student part-timer/intern, guest lecturer, casual employment and etc., and associated remunerations;
  • Design relevant evaluation and monitor the effectiveness of recruitment activities, ensure all the recruitment processes are conducted efficiently to meet all assigned KPIs, and in accordance with University policies and standards;
  • Build a talent pool and maintain in an effective way, foster effective communication with candidates for current and future job vacancies;
  • Manage headcount budgeting and provide regular headcount and recruitment reporting with analysis;
  • Develop, maintain and evaluate external recruiting agencies and renew relevant contracts timely;
  • Manage the communication and promotion of HR services and activities through websites, social media, emails, newsletter, workshops, conferences, events and etc.;
  • Develop, organise and deliver workshops and related training sessions with team members;
  • Manage all employment related matters including but not limited to new staff registration & induction, contracts, and probation review etc.;
  • Maintain recruitment and employment records including but not limited to recruitment applications, staff profiles, staff data and etc.;
  • Plan and organise meetings, prepare and circulate agendas and supporting papers, and take minutes for meetings, as well as monitor actions and implementation plans as appropriate;
  • Develop and update HR policies, processes and procedures;
  • Participate in HR Projects as Leader or Team Member if required;
  • Support the implementation and maintenance of HRMS;
  • Support other HR teams where necessary;
  • Participate in training and staff development events as trainer or trainee as appropriate;
  • Maintain appropriate professional development, expertise and awareness;
  • Undertake other tasks and responsibilities as may reasonably be required.
