Description of Work Unit

Larimer County is the ninth largest county in Colorado at 2640 square miles, and the sixth largest county in population with over 340,000 residents. Located in north central Colorado, Larimer County is a county of contrasts ranging from the high mountains of Rocky Mountain National Park in the west to foothills and plains along the Interstate 25 corridor. The majority of the population resides in Fort Collins and Loveland. There are three school districts in the county. The median household income is $75,800. There is a commitment to preserving agriculture, its heritage, and open space in an urbanizing county. Larimer County offers a variety of attractive residential choices, excellent schools, parks, greenbelts and trail systems, recreation, cultural opportunities, and an inviting quality of life. Fort Collins is home to the Colorado State University campus. The sixteen Extension staff members consist of the director, seven Extension agents includinng (agriculture/natural resources, horticulture, 4-H youth development and food safety), several coordinators, an EFNEP community educator and supervisor, and support staff. Position Summary

Colorado State University Extension and Larimer County are seeking a dynamic leader with the experience and skills to lead a diverse and high-functioning staff in the strategic delivery of quality educational programs and services attuned to Larimer County. This position is responsible for the day-to-day operations for the Larimer County Extension office. The person in this position works under the general supervision of the Front Range Region Director. The successful candidate will have a record of success managing administrative functions including budget, personnel, programming, day-to-day office operations and fostering both internal and external collaborations and teamwork. The Director will also be an effective communicator with the experience and skills to engage with a variety of people and groups. This individual will promote, represent, and build connections for Extension in Larimer County and support staff and stakeholders in doing the same. The Director will work as a local representative of Colorado State University Extension..

Required Job Qualifications

  • Completed master’s degree. Degree may be in a variety of disciplines, including business, community development, Extension education, youth development, agricultural sciences, social sciences, family and consumer sciences, Public Health or related degree that can significantly contribute to administrative and/or program responsibilities.
  • Minimum of 5 years professional experience that demonstrates ability to manage and lead a complex office that includes:
    • developing and managing a significant budget.
    • supporting and managing a sizeable staff including selection, supervision, motivation and creation of an office environment that is inclusive.
    • establishing day-to-day operating procedures and policies that promote effective and efficient delivery of product and services.
    • developing working relationships with peers, staff, other departments and agencies, and the general public that are effective, inspire loyalty, excellence and integrity.
  • Experience in promoting, marketing or creating public awareness of programs and services.
  • Experience engaging with a community and diverse people and partners to develop support for existing and new program efforts.
  • Ability to communicate through teaching, public speaking/presentation and writing as demonstrated through application materials and experience.
  • Demonstrated commitment to and success in working with diverse youth and adult audiences; this may include but is not limited to persistent effort, intentional programming, community engagement,
  • Experience in audience needs identification, educational program development, delivery of programs including technology and program evaluation.
  • Evidence of drive and initiative. Must be a self-starter.
  • Evidence of innovation and an entrepreneurial mindset.
  • Demonstrated use of technology in managing and/or delivering educational programs.
  • Demonstrated proficiency in conflict management, group or public facilitation and negotiation.
  • Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.

Preferred Job Qualifications

  • Demonstrated experience in contracting, grantsmanship or cost recovery efforts.
  • Prior Extension experience.
  • Bilingual, English and Spanish.

Essential Duties

Job Duty Category Administration and Supervision Duty/Responsibility

  • Provide administrative and program leadership for strategic delivery of Extension educational programs in Larimer County and support efforts to program across multiple counties.
  • Inspire, support, coach, and provide development opportunities, performance feedback and formal evaluations for staff.
  • Prepare and manage a significant appropriated budget ($580,000) and a non-appropriated budget including support for cost recovery and revenue generation.
  • Promote and represent Extension and Extension programming throughout the community and within Larimer County government; engage staff to do the same.
  • Build and innovate an environment of teamwork and collaboration within the office, in the county as well as with external partners; facilitate opportunities and conversations, manage conflict and support engaged work.
  • Promote engagement with diverse audiences and assure compliance with civil rights and affirmative action policies including reaching out to underserved and underrepresented audiences.

Percentage Of Time 55% Job Duty Category Initiate and Develop Relationships and Partnerships Duty/Responsibility

  • Develop strong working relationships with the Board of County Commissioners, the Larimer County Administrative team, county divisions and units, advisory committees, fair boards, local businesses and educational institutions, state and federal agencies and area non-profits and stakeholders.
  • Work with these groups and the public to continually assess local conditions, identify priority needs and set program direction.
  • Recognize and act upon opportunities to build relationships and connect community and university resources to achieve desired outcomes.
  • Facilitate communications and working relationships with Colorado State University administrators, departments and agencies, university-based specialists and support personnel to enhance programming.

  • Facilitate delivery of non-credit educational programming to address community and multi-county needs; evaluate efforts and report educational outcomes.
  • Support staff in the development and delivery of valued programming.
  • Engage with appropriate Extension work-teams.

Percentage Of Time 15% Job Duty Category Volunteer Recruitment, Development and Management Duty/Responsibility

  • Support staff in the development and ongoing implementation of volunteer programs including program development, risk management, conflict management, issue resolution and support for training and recognition.
  • Manage and support open class county fair superintendents.
