Description of Work Unit

This work unit exists to provide a service to Facilities Management and the University. Maintenance Engineering provides a broad spectrum of support for Facilities Operations including:

  • Electrical and mechanical engineering analysis.
  • Design and construction assistance for Trades Maintenance shops.
  • Regulatory and code program analysis, development and management.
  • Preventative maintenance program analysis, development and support.

Position Summary

This position exists to support the professional, electrical and mechanical maintenance engineers in the following areas:

  • Utilities technical support
  • Preventative maintenance program support
  • Maintenance and financial data manipulation and analysis
  • HVAC and Electrical technical support to Facilities Operations personnel
  • Regulatory program support
  • Develop preventive maintenance reports using our Information Work Management systems.
  • Assist with maintenance of the Information Work Management System (maintenance management software).
  • Create, maintain and modify customized MS Access databases for use in asset and project tracking.
  • Create maintenance cost reports using Access, SQL, Oracle Discoverer and Crystal Reports using IWMS, EnergyCAP and Kuali data.
  • Assist with EnergyCAP Utility Management Software; write VB Script programs for new ‘virtual’ meters; write SQL scripts to manipulate data manually, when required.
  • Program, configure and install all new electric meters; coordinate installation of communication systems; verify proper operation and communications.
  • Manage network VLAN for Ethernet enabled electric meters.
  • Assist with evaluation of new radio based network systems for future Advance Metering Infrustructure (AMI) electric meters.
  • Configure and operate software to collect electrical data from networked meters.
  • Provide technical assistance on software to Facilities staff.
  • Assist Facilities personnel in troubleshooting mechanical and electrical problems.
  • Provide technical assistance for the University’s deionized water systems.

Minimum Qualifications

High school diploma or GED certificate AND seven years of experience assisting Electrical, Mechanical, and Maintenance Engineers, which must have included use of Integrated Work Management Systems (IWMS).


Satisfactory completion of course work from an accredited, non-correspondence college or university in Construction Management, Engineering (Electrical, Maintenance, Mechanical) or closely related may be substituted on a year-for-year basis for up to four years of the required general experience.

Preferred Qualifications

The highly desired candidate will possess the following knowledge, skills, abilities, personal characteristics, and experience directly related and critical to this position:

  • Experience with Microsoft Word, Excel, and Access or similar software programs.
  • Aptitude for understanding mechanics, tools, rotating parts, etc.
  • Experience as an electrical, electronic or mechanical technician.
  • Ability to learn and train others on new software or computerized programs.
  • Knowledge of a variety of trades areas (HVAC, Electrical, Plumbing, etc.)
  • Knowledge of software customization and development.
  • Working knowledge with the ability to troubleshoot, repair, and maintain Advance Metering Infrastructure (AMI) electric meters.
  • Strong customer service skills.
  • MS Office skills, specifically Access and Excel.
  • Ability to develop processes and procedures specific to position.
  • Strong analytical skills.

Essential Job Duties

Job Duty Category Utility & Metering Support Duty/Responsibility

  • Provide technical support to Utilities Services staff.
  • Specify meters, registers, communications cable, protocols and software for Advanced Metering Infrastructure (AMI) system on CSU’s campuses.
  • Verify proper installation of meters and associated hardware.
  • Manage VLAN for networked enabled meters.
  • Program and configure meters and software to ensure proper and accurate operation.
  • Troubleshoot and correct problems when they arise.

Percentage Of Time 30% Job Duty Category Preventative Maintenance Duty/Responsibility

  • Assist trade and utility shops in developing maintenance programs.
  • Interview supervisors and managers to determine maintenance requirements.
  • Enter IWMS maintenance management software records corresponding with installed equipment and systems.
  • Develop processes for coding work orders and equipment records to enable correct and accurate data retrieval.
  • Write and enter automatic work orders.
  • Develop training program for, and provide training and support to tradesmen and supervisors.
  • Develop written procedures for IWMS’s maintenance software use.

Percentage Of Time 15% Job Duty Category Technical Support Duty/Responsibility

  • Assist Facilities personnel in developing computerized applications using current software.
  • Provide training to trades and utilities staff for assistance in daily use of software programs.
  • Provide troubleshooting assistance to Facilities HVAC and Electrical personnel.
  • Provide technical assistance and engineering design support for the University’s deionized water systems.

Percentage Of Time 10% Job Duty Category Report Development Duty/Responsibility

  • Create and distribute reports on maintenance, utility, and financial data using tools such as Oracle Discoverer, Crystal Reports, and Microsoft Access.
  • Administer Oracle Discoverer folders for efficient and accurate use by others.
  • Write queries using Structured Query language (SQL).
  • Troubleshoot problems with existing queries and reports.
  • Trains other sin the use and location of reports and reporting tools.

Percentage Of Time 20% Job Duty Category Database Development and Support Duty/Responsibility

  • Develop and maintain various MS Access database applications.
  • Write code using various programming languages to customize database operations.
  • Build scripts in EngeryCAP utility management application to ensure accurate bill generation.

Percentage Of Time 15% Job Duty Category Administrative Support Duty/Responsibility

  • Manage project workloads.
  • Review various memos, spreadsheets, data, and reports.
  • Attends routine staff meetings.
  • Contributes as a member of Facilities Management Support Teams (e.g. IWMS, Steering Committee, Safety Team).
  • Support regulatory programs as needed.
