Description of Work Unit
Colorado State University is a large land-grant research institution employing over 10,000 full and part-time faculty, exempt and non-exempt professionals, classified staff and student employees. The University’s Human Resources Department is led by the Director of Human Resources and has responsibility for wide-ranging activities including, but not limited to: all employee benefits; payroll; compensation; Human Resources service center; recruitment, employment selection and classification for State Classified personnel as well as general oversight of the State Personnel System within the University; employee relations; personnel policy development and interpretation; employee records and personnel action processing; and the human resource management information system (HRIS). This position manages the University’s Payroll Unit. The University’s payroll is complex as a result of the unique nature of academic pay practices with 9 and 12 month appointments, variable length summer appointments, supplemental payments, multi-state and international job sites, etc. Additionally, the University payroll system must accommodate multiple categories of employees such as faculty, employees covered by the State Personnel System and administrative professional staff exempt from that system, graduate assistants, post doctoral fellows and student and non-student temporary hourly employees, with differing benefits associated with each. The main areas of job responsibilities include, payroll processing ($500M annually), benefit plan deductions, regulatory compliance, W-2s (20,000 annually), tax balancing, garnishments, levies, liens, SSN verification, Oracle testing and feedback, TimeClock Plus integration, Employee Self-Service updates, internal/external audit liaison, effort certification reporting, FSA, TSA and other duties as assigned.
Required Job Qualifications
- A bachelor’s degree in Accounting, Business Administration, Public Administration, or directly related field with a concentration or minor in Accounting or a bachelor’s degree in any discipline with an additional 2 years of professional payroll /accounting experience.
- A minimum of 5 years of progressively responsible professional and technical payroll experience, preferably in an academic institution with 1,000+ employees in multi-state locations, which included supervision of payroll or accounting staff.
- Candidates will be required to demonstrate: in-depth knowledge of payroll related regulations and processes; the ability to work with a variety of software packages and large complex database systems; superior interpersonal, oral and written communication skills; and problem solving ability.
Preferred Job Qualifications
A Certified Public Accountant (CPA) or Certified Payroll Professional (CPP) designation.

Job Duty Category Regulatory and Tax Compliance Duty/Responsibility
Ensures all tax and regulatory payroll processes are completed timely and accurately with all governing federal or state agencies including:
- State and federal withholding
- Multi-state tax withholding requirements
- IRC limits on tax deferred contributions to mandatory pension plans under 401(a) and voluntary saving plans such as those under sections 403(b), 401(k) and 457(b)
- Tax and treaty requirements for foreign nationals
- Liens, levies and garnishments
- Housing, moving and auto allowances
Functions as the liaison to BFS, HR and campus committees for projects and policies that are payroll related

Percentage Of Time 40 Job Duty Category Payroll Processing and Balancing Duty/Responsibility
- Ensuring that all payroll accounts (pay and deductions elements, etc.) are completely and accurately reconciled between the University payroll system and the University’s accounting system in a timely manner.
- Resolving payroll related problems or issues as appropriate and in accordance with standard accounting principles, University procedures and State and Federal rules and regulations. Develop or revise processes as necessary.
- Ensure the payroll balances are reconciled to Kuali, as appropriate, and that journal entries are made timely and accurately.
- Serving as the Human Resource Service Department liaison with state and internal/external auditors on all matters related to the payroll function.
- Identify and resolve payroll computer system processing issues and remedy the cause with HRIS/IT.
- Possess the ability to identify and fix payroll errors and/or processes quickly, using a focused and methodical resolution approach.
Percentage Of Time 30 Job Duty Category Supervision Duty/Responsibility
- Supervise a staff of 7 in the processing of the monthly salaried and bi-weekly hourly payrolls including, but not limited to, ensuring that all pay actions are properly approved; all deduction elements are accurate; all payments to federal and state agencies and vendors are made timely manner; and that all payroll related entries to the University’s accounting system are accurate and timely.
- Provide mentoring and coaching through a participative team-oriented learning environment to ensure high productivity and well understood payroll principles.
- Perform performance reviews with input from the Payroll-Team Lead.
Percentage Of Time 20 Job Duty Category Audit Liasion Duty/Responsibility
- Serving as the Human Resource Service Department liaison with state and internal auditors on all matters related to the payroll function.
