Job Outline

The Development & Engagement Officer is responsible for developing, organising and promoting staff learning and development activities at its great impact among staff community within UNNC. The Officer will plan and manage staff engagement activities to increase internal communications and enrich staff community cultures. The Officer will also manage the communication and promotion of HR services and activities through a range of methods, e.g. websites, social media, emails, newsletter, workshops, conferences, events and etc.

Qualifications

Essential

  • University degree in HR, Business, Marketing, Communication, English or other related discipline;
  • Good command of both English and Chinese;
  • Proficient computer skills (e.g. Microsoft Office) and in depth knowledge of data processing and analysis;
  • Strong communications and interpersonal skills;
  • Excellent presentation and writing skills;
  • Excellent planning, organisational and time management skills;
  • Demonstrated ability to lead and motivate staff;
  • A high degree of self-motivation;
  • Relevant knowledge and experience in Development and Engagement;
  • Knowledge of employment laws and regulations;
  • Accurate and attention to detail;
  • Ability to prioritise workload and work towards tight deadlines;
  • Ability to work well under pressure;
  • Ability to work both independently and cooperatively within a team;
  • Responsible and trustworthy;
  • Can-do attitude and strong service oriented mentality;
  • Quick learner and self-starter;
  • A desire to work in Higher Education sector;
  • Strong interest in HR area.

Desirable

  • Overseas study experience;
  • Master degree in HR, Business, Marketing, Communication, English or other related discipline is preferred;
  • Familiar with theories, models and technology tools used in the field of development and engagement;
  • Experience of working in an international setting;
  • Experience of project planning and delivery;
  • Knowledge and experience of using HRM system, e.g. PeopleSoft.

Main Duties and Responsibilities

  • Responsible for developing, organising, and promoting staff learning and development activities at its great impact among staff community within UNNC;
  • Liaise, communicate and build coordinative and collaborative relationships with internal colleagues/departments across the University and external partners/providers for the development and effective delivery of staff learning and development programmes;
  • Identify internal resources and expertise for staff learning and development programmes as well as develop network and relationships with external professionals/bodies;
  • Develop, organise and deliver staff learning and development workshops and related training sessions with team members;
  • Design relevant evaluation and monitor the effectiveness of staff learning and development activities;
  • Provide a professional, efficient, effective and pro-active service to internal and external customers;
  • Plan and organise meetings, prepare and circulate agendas and supporting papers, and take minutes for meetings, as well as monitor actions and implementation plans as appropriate;
  • Organise and maintain records in order to analyse and prepare key data statistics and reports;
  • Responsible for developing, organising and administering staff engagement activities including Staff Induction Programmes, Staff Surveys, Staff Clubs, Staff Team Development and etc.;
  • Plan and promote in Staff Community to increase internal communications and enrich staff community cultures;
  • Act as the first contact point for disputes or complains relating to disciplinary, grievance, dignity and other employee relations matters;
  • Manage the communication and promotion of HR services and activities through websites, social media, emails, newsletter, workshops, conferences, events and etc.;
  • Independently answer Staff Enquires and escalate any necessary enquires;
  • Support the Manager in developing a University-wide people development and engagement strategy;
  • Assist the Manager in the development and implementation of HR Strategy, Plans, Projects and Programmes;
  • Develop and update HR policies, processes and procedures;
  • Provide support to the implementation and maintenance of HRMS;
  • Support other HR teams where necessary;
  • Participate in training and staff development events as trainer or trainee as appropriate;
  • Maintain appropriate professional development, expertise and awareness;
  • Undertake other tasks and responsibilities as may reasonably be required.
