Director, WMU-Sasakawa Global Ocean Institute

1. Organizational setting
The World Maritime University (WMU) is established by the International Maritime Organization. WMU’s mission is to be the world centre of excellence in postgraduate maritime and ocean education, professional training and research, while building global capacity and promoting sustainable development. With the University’s new strategic
directions, specifically expansion of its mandate to include ocean-related matters, and strengthening ocean research, WMU is well positioned for this collaborative partnership with the Nippon Foundation.
The WMU-Sasakawa Global Ocean Institute (Ocean Institute) has been established within the framework of the WMU. It is to be a world-leading center of excellence for ocean research, dialogue, capacity building and policy support in meeting ocean obligations, addressing existing and emerging challenges, and seizing the opportunities inherent in contemporary ocean governance and the 2015 sustainable development commitments.
2. Main purpose
The WMU is seeking a person with an international reputation for academic excellence in ocean governance combined with strong leadership skills, who will complement the existing strengths of the University and enable it to develop new areas of research excellence.
The Director will report to the President of the WMU. He/She will provide leadership and foster excellence in ocean research, dialogue, capacity building and policy support in meeting ocean obligations, addressing existing and emerging challenges, and advancing the opportunities inherent in contemporary ocean governance and the 2015 sustainable development commitments. The Director will interact with regulators, scientists,
governments, international organizations, industry, policy makers and civil society to generate objective and constructive communication on difficult ocean issues. In this capacity, he/she will be the primary representative of the University in strategic relationships with other research providers, government agencies, industry in the area of ocean governance and research.
3. Duties, responsibilities
The successful candidate will be expected to have strong leadership qualities, strategic vision, be able to mentor and develop an extensive international networks of collaborators in the marine or ocean sectors with capacity for high impact, integrated research activity both within and across groups in academic and/or industry settings. The candidate must have
strong leadership and management skills along with research profile of an internationally competitive calibre, as evidenced by publications in leading journals in the field, presentations at significant conferences, accolades for creative professional/research work, and strong endorsements by referees.
He/she will have demonstrated ability to engage with international and national partners to develop and nurture external relations, such as with IMO and other UN ocean-mandated institutions. The candidate must possess innovative leadership qualities and capacity to champion a vision for the Institute, with demonstrated skills in strategic and operational planning, policy and regulatory development, quality management, research design and project management with excellent team leadership skills.
At WMU, the candidate should expect to:
- Design a research agenda for the Institute and keep it under regular review;
- Prepare reports for and service the Institute’s Research Management Committee;
- Direct the day to day operations of the Institute;
- Co-ordinate research and consultancy projects related to the ocean sector;
- Lead interdisciplinary research programmes across the realm of ocean thematic topics, and ensure the maintenance of a record of scholarly publication;
- Co-ordinate the collaborative activities between WMU and IMO, UNDOALOS, FAO, IOC, other UN ocean-mandated institutions, and peer institutions;
- Convene international conferences and research seminars on pressing topics pertaining to the ocean;
- Lead a diverse and effective team to achieve the outcomes expected of the Institute;
- Participate in the Curriculum & Assessment Committee and the Admissions Board,
Faculty Forum and Academic Council of the university;
- Represent the University externally;
- Undertake special projects and other duties as may be assigned by the President.
4. Minimum requirements – education, experience and language skills
- A PhD in a relevant field, including: international law, ocean governance, natural or marine science or related field.
- Minimum of 15 years experience in working in the higher education sector;
- A strong record of internationally recognised research and publication in fields of ocean governance and/or policy or ocean science;
- Thorough knowledge of IMO, other UN institutions with ocean-related mandates, and international ocean organizations, their aims, objectives and activities;
- A strong history of academic achievement, including postgraduate teaching, and supervision of research over at least 10 years;
- Excellent leadership skills and a track record of success in obtaining large research grants, managing research programmes with a focus on ocean governance and policy.
- Fluency in spoken and written English.
- Knowledge of another UN language would be an advantage.

- An understanding of WMU and its mission, and strong commitment to the delivery of the highest practicable standards in pursuing its mandate;
- The ability to enthuse and motivate and supervise research and support staff;
- Excellent Communication skills;
- Diversified working experience, especially at the international level;
- Computer literacy.
