This is a full-time position, and the successful candidate will manage TILT’s accounts, budget construction, and all other aspects of TILT budgets. S/he will allocate funds to TILT’s units based on programmatic need, TILT’s mission, and availability of financial resources. S/he will plan, develop, allocate, and manage TILT’s overall budget and its units’ individual budgets, providing oversight for TILT’s accounts. S/he will manage TILT’s financial resources to ensure that TILT can meet its fringe liability without compromising TILT programs and will develop methods for tracking and managing fringe liability, including long-term plans to better align the scope of fringe liability with TILT’s overall budget. S/he will provide strategic advice to TILT’s Executive Director and unit Directors on using TILT’s financial resources to best achieve its mission and support CSU’s Student Success priorities. S/he will serve on TILT’s Strategic Planning Team and will prepare analytical reports, presentations, and other guiding materials for TILT’s Directors and Executive Director to 1.) assess the effectiveness of funding allocations; 2.) develop approaches to using funds as effectively as possible to pursue unit goals; and 3.) illustrate to TILT stakeholders in and outside CSU the return on investment generated from monies provided to TILT by both CSU and external sources. The Fiscal and Budget Coordinator will manage TILT’s multiple, and fluctuating, income streams, which include funds from CSU’s central administration, the Division of Continuing Education (DCE), and external foundations, granting agencies, and donors and will collaborate with TILT’s Executive Director to ensure that TILT fulfills its mission effectively within its budget, even when DCE and grant/donor funding change unexpectedly. The Fiscal and Budget Coordinator will collaborate with unit directors to manage various financial issues, e.g., administering need-based work-study student wages to ensure that TILT is able to maintain its extensive peer learning programs. S/he will oversee communication about fiscal matters with external stakeholders, including foundations, granting agencies, industry partners, and others. As part of this work, s/he will manage internal and external financial reporting. S/he will produce accurate budget projections that account for potential changes in TILT’s income streams and plans for meeting its fringe obligations. Further, the Fiscal and Budget Coordinator will advise the Director of the University Testing Center (UTC), a unit that reports to TILT’s Executive Director, on budgetary and business planning to assist UTC in generating sufficient income to cover its expenses and, ideally, to provide the University with an additional income stream. The Fiscal and Budget Coordinator will develop and implement TILT financial policies and procedures to ensure that TILT complies with federal, state, CSU, and external funders’ and donors’ and other relevant entities’ requirements. S/he will administer financial commitments to and from TILT and will reconcile TILT’s accounts and provide regular budget reports, projections, and forecasts. In addition, the Fiscal and Budget Coordinator will work with TILT’s Operations Manager to handle some travel procedures for TILT staff and will report to TILT’s Executive Director.
Required Job Qualifications
- Master’s degree in a relevant business administration field, namely finance or accounting, from an accredited college or university or Bachelor’s degree in a relevant business administration field, namely finance or accounting, from an accredited college or university, plus five years’ experience in such a field
- At least three years’ demonstrated professional accounting experience
- Experience managing varied and complex financial systems
- Demonstrated capacity to complete multiple projects effectively, efficiently, and on deadline, including the ability to conceptualize and complete long-term projects and to prioritize among various tasks
- Excellent written and verbal communication skills

- Demonstrated experience working collaboratively
- Demonstrated success working effectively with people in various institutional roles, at differing institutional levels, and with various personality types

- Experience working with travel reimbursement at CSU
- Experience with CSU purchasing card policies, processes and procedures
- Knowledge of higher education issues, policies, and procedures
- Demonstrated ability to advance CSU’s and TILT’s commitment to creating a diverse and inclusive work environment
- Experience and working knowledge of accounting and information systems including Kuali Financial System, HR Oracle, Microsoft Office suite and use of data mining tools

Prepare monthly and annual budget reports, as well as budget projections and budget forecasts for specific projects as needed. Reconcile TILT accounts. Educate TILT staff regarding fiscal policies and procedures.
