Garfield County is located in western Colorado and is experiencing steady population and economic growth. The 2015 population estimate is 58,082 and the median household income is $57,214 with $61,303 being the state average. One percent fewer people live below the poverty level than the state average. The oil and gas industry has been prominent in Garfield County. Other major economic contributors are tourism and agriculture. The agriculture industry has seen an increased interest in small acreage and local food production. The communities in Garfield County (Carbondale, Glenwood Springs, New Castle, Silt, Rifle, Battlement Mesa and Parachute) have diverse economies, shopping opportunities and housing choices. The population is approximately 28 percent Hispanic. Garfield County is primarily rural, with 60% public land. Outdoor recreation opportunities abound, and include hunting, fishing, hiking, rafting, biking, skiing, and other activities typically associated with Colorado. The Extension office is located in the town of Rifle. Rifle offers easy access to a major interstate highway (I-70) and is within one hour drive time of the Grand Junction airport. Position Summary

Colorado State University Extension and Garfield County are seeking a youth development professional with the experience and skills to lead a diverse and inclusive youth development program. The person will have a proven track record of developing and managing volunteers, building program capacity, creating innovative programming opportunities, and fostering both internal and external collaboration and teamwork. The Program Associate will be an effective communicator with the experience and skills to engage with a variety of people and groups. Under this individual’s guidance, 4-H and Science, Technology, Engineering, and Math-STEM will be a program of choice among youth and adults seeking opportunities for personal development, engagement, community building in school and after-school programs. The individual in this position works as a member of the local county Extension team and as a local representative of Colorado State University.

Required Job Qualifications

• Completed bachelor’s degree. Degree must be conferred in physical sciences, natural sciences, youth development, education, mathematics, engineering or a closely related field impacting the STEM principles.
• Demonstrated ability to design innovative and effective educational programs in response to local needs; implement programs and evaluate their effectiveness.
• Demonstrated competency in people related skills such as teaching, problem analysis, communication, conflict management, relationship building and leadership development.
• Demonstrated experience managing and growing a volunteer program that includes volunteer recruitment, selection, orientation, supervision, training, assignment, evaluation, recognition and development of volunteers into progressively more responsible roles in the organization.
• Ability to communicate through teaching, public speaking/presentation and writing as demonstrated through application materials and experience.
• Demonstrated use of technology in managing and delivering educational programs.
• Personal or professional commitment to diversity as demonstrated by persistent effort, active planning, allocation of resources and/or accountability for diversity outcomes.
• Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.

Preferred Job Qualifications

• Demonstrated effectiveness in supporting a team approach to county, regional and statewide Extension programming.
• Three years of applicable professional experience.
• Experience in fund raising, grantsmanship, and cost recovery efforts.
• Knowledge and/or experience with public K-12 schools.
• Demonstrated ability to work in the area of science, technology, engineering and math informal education.
• Ability to speak Spanish.

Essential Duties

Job Duty Category Program Planning, Development, Delivery, Evaluation and Reporting Duty/Responsibility

• As part of the Garfield 4-H team, continue to develop and enhance an effective, educational, results-oriented 4-H Youth Development Program that supports the growth and development of life skills among both youth and adult audiences in an urban/rural environment.
• Work collectively to develop, implement, evaluate and report impacts of county-wide non-credit educational programming in youth development for youth and adult audiences.
• Develop and conduct effective educational programs that support the growth and development of life skills among both youth and adult audiences; train others to effectively deliver programming and to support the development of youth and adult participants.
• Travel to and participate in professional development, evening and weekend events and periodic activities requiring overnight stays.
• Effectively communicate and coordinate resources, research and programming with personnel/staff of Colorado State University and other organizations.

• Identify resources (grants, contracts, in kind contributions, cost recovery fees, etc.) to enhance the program. Manage county, area, state and grant budget allocations where appropriate.
• Provide leadership and program assistance for the 4-H STEM AmeriCorps program in Garfield County.
• Provide leadership and program assistance for Garfield County GOCO Inspire initiative by working with youth advisory groups and teachers using 4-H curriculum as a basis for programming.

Percentage Of Time 60% Job Duty Category Initiate and Develop Relationships and Partnerships Duty/Responsibility

• Support and build K-12 partnerships between CSU Extension and public schools throughout Garfield County.
• Build partnerships with other youth programs throughout Garfield County, i.e. GOCO Inspire, Garfield County Public Libraries, Recreation Districts, and Colorado Mountain College.
• Work effectively as a member of the Garfield County 4-H team providing leadership as appropriate particularly in STEM and AmeriCorps education.
• Develop strong working relationship with local Extension staff, university staff, local schools, county departments, community leaders, agencies and institutions to enhance local youth development programming.
• Promote programming for diverse audiences and assure compliance with civil rights and affirmative action policies including reaching out to underserved and underrepresented audiences.

• Develop and manage external partnerships and funding sources to support programming efforts.

• Provide leadership for adult and youth volunteer programs including volunteer recruitment, selection, orientation, education and training, motivation, evaluation, recognition and support.
• Prepare volunteers to take on increasing leadership, management, and public education/information delivery roles in support of
4-H Youth Development programs such as STEM.
