Description of Work Unit

Colorado State University is a large land-grant research institution employing over 10,000 faculty, exempt and non-exempt professionals, classified staff and student employees. The University’s Human Resources Department is led by the Executive Director and Chief Human Resource Officer and has responsibility for wide-ranging activities including, but not limited to: all employee benefits; payroll; compensation; Human Resources service center; recruitment, employment selection and classification for State Classified personnel as well as general oversight of the State Personnel System within the University; employee relations; personnel policy development and interpretation; employee records and personnel action processing; and the human resource management information system (HRIS). Position Summary

This position is an integral component of the Human Resources team and reports directly to the Chief Total Rewards Officer.

The Employee Benefits, Data Analytics and Financial Reporting Lead works independently and is responsible for accounting, compliance and benefits data administration in accordance with applicable federal and state governing laws and master plan documents for each program.

Serves as a technical resource to retirees and insurance companies, while developing strong relationships with our plan participants and contracted vendors.

Under minimal supervision, the Lead will perform a variety of analytical, accounting, regulatory compliance and reporting functions including authority to interpret and approve retirement subsidies in accordance with the Board of Governor’s established requirements.

The Lead is also responsible for understanding and carrying-forward administrative requirements of Colorado PERA for eligible employee contributions and retiree subsidies.

This position provides effective direction in a manner that ensures operational excellence and quality customer service.

The Lead will work with vendors to create file interface deliverables, analyze data, draw conclusions and create process improvements in the accounting and employee benefits data facets of HR.

This role will provide daily oversight to a team of 2 staff and perform other duties as assigned.

This position requires outstanding organizational skills, proficiency in Microsoft Office, Access, advanced Excel capabilities, and use of SQLs.

Must be punctual, personable, results driven, motivated, confident to work in a professional fast-paced environment, and possess a drive for service excellence.

Required Job Qualifications

Bachelor’s degree in business, mathematics, accounting, computer science, information management, finance, statistics or any related degree.

At least 4 years of experience in a closely related position, preferably at an institution of higher education, benefits consulting firm or HR department.

Must be results-driven; focused on achieving results that promote high-quality employee benefit programs.

Must be a self-starter; ability to work independently, but also cooperatively and enthusiastically in a close team environment.

Must be resilient; possess determination with the ability to demonstrate discipline in execution of work.

Must have broad HR knowledge; must know processes, systems and best practices for benefits.

Must be able to create and prepare accounting and other data prep work in SQL, Microsoft Access and Excel.

Must be a problem solver; able to identify and solve challenging problems.

Must be analytical; able to draw conclusions from data in a logical, systematic and explainable way from a significant amount of data with great attention to detail.

Must be conceptual; ability to go beyond the details and see the big picture.

Preferred Job Qualifications

Experience in a large complex organization with 1,000+ employees.

Collaborative with internal partners to deliver timely and accurate reporting and accounting transactions in the university’s financial system.

Oracle experience; including Oracle Advanced Benefits (OAB).

Team player who can work under pressure, remain calm, objective and controlled in responding to urgent or demanding situations, while working effectively with your team and other HR colleagues to achieve targets and objectives for employee benefits and payroll programs.

Capable of balancing conflicting demands and multiple priorities concurrently with minimal supervision, while demonstrating self-directed, self-motivated, and firm deadline adherent characteristics.

Thorough knowledge of HRIS systems and other related accounting software and information databases.

Essential Duties

Job Duty Category Employee Benefits Accounting Duty/Responsibility

OPEB actuarial analysis retiree data compilation and auditing for the Annual Required Contribution (ARC) to be calculated by an outside actuarial firm.

Knowledge of FASB accounting procedures for record-keeping of self-funded benefits and reciprocal Employee Study Privilege.

Perform financial analysis, contract interpretation, fee payments and calculating reserve factors.

Fiscal Officer oversight for Kuali benefits accounts, self-funded programs and retiree post employment benefits (OPEBs). Work with Business and Financial Services on audit requirements and footnotes each fiscal year.

Financial and systems reconciliations with vendors on all payroll contributions.

Trust account financial reporting for self-funded employee benefit programs.

Percentage Of Time 30 Job Duty Category Regulatory Compliance Testing and Monitoring Duty/Responsibility

Effectively use available resources to independently resolve a variety of issues with all levels of customers, including compliance inquiries, reconcile data and correct discrepancies in process protocols.

Ensure payroll and employee benefits coverage data is populating correctly in the Affordable Care Act (ACA) system with Equifax.

Responsible for complex Oracle Advanced Benefits (OAB) system configuration affecting employee benefit elections and payroll deductions. Troubleshooting, validating, and a high-level of detail are all necessary to maintain constant regulatory compliance.

ACA reporting and data integration/management must be intricately monitored and file validations reviewed frequently. This position has full oversight of all system integration/file interfaces into the ACA Equifax system which creates the 1095C form and IRS filing.

Provide technical and specialty knowledge for OPEBs and self-funded plan financials.

Oversee accurate and timely reporting requirements of CMS, Discrimmination testing of Section 125 plans, ACA Transitional Reinsurance fee, etc.

Problem solving resolution, data integrity and timely follow-up is required for all compliance relalted reporting to the IRS or any other governing agency.

Review all retirement counseling eligibility assessments for final approval of OPEB subsidies and Board of Governor university retirement rules.

Proven experience in vendor relations and assisting with contract interpretation for data administration and fee payments is essential.

Ability to arrive at valid and sound compliance conclusions to make recommendations for operational enhancements or to rectify issues.

This position continuously works on the improvement of implementing value-added processes to the accounting and data reporting requirements of the HR-Benefits unit.

Perform functional testing to ensure all new HRIS set-up, patches, upgrades and plan configurations affecting the university benefits programs are validated before migration to the production environment.

Create documentation to ensure learning opportunities for the team are correctly documented in the operational procedure protocols.

Ensure vendor internet portals, FTP data transfers, and errors from system integration are rectified.

Work as a team to validate and troubleshoot complex SQLs, Access database issues and Excel workbooks which contain self-funded benefit program financials.

Responsible for coaching and mentoring team to assure deadlines and priorities are achieved and accuracy standards are met.

Develop basic, standardized, and ad-hoc reports and alerts among the team members.

Respond to changes in the delivery of HR benefits services by way of Oracle data and accounting financial practices by developing team members.

Identify and define new process improvement opportunities.

Build strong relationships internally and collaborate effectively on cross-functional teams in and outside of HR.

Assist in overseeing and organizing along with the Benefits unit – team lead a variety of benefits related initiatives throughout the year including ACA and other data driven compliance laws and IRS reporting.
