Description of Work Unit

The Southeast Area is composed of seven counties in southeastern Colorado (Baca, Bent, Cheyenne, Crowley, Kiowa, Otero, and Prowers). The seven counties have a combined population of over 55,000, with Prowers having a population of 11,955 residents. The 4-H program is made up of 9 clubs with 155 youth members and 33 adult leaders. The position will also serve as the lead for after-school and in-school programming in Bent County. Bent County is adjacent to Prowers and has a population of 5690 residents.
Agriculture is the economic base primarily consisting of dryland and irrigation farming. Other employers in the counties include government, education and local medical facilities. Position Summary

To provide leadership, guidance, direction and implementation of Colorado State University Extension 4-H Youth Development in Prowers County and after-school and in-school programming in Bent County. To work cooperatively with the local community to keep abreast of priority community needs and provide appropriate support, facilitation and links to university resources. The person will work in a unified manner and coordinate with Extension staff in the Southeast Area, Peaks and Plains Region, and at Colorado State University.

The office for this position is in Prowers County, Lamar Colorado. The individual is a local representative of Colorado State University, is a member of a team of 9 professionals in the seven county area, and works under the supervision of the Southeast Area Director. Programmatic efforts are to be coordinated with the other agents the Southeast Area.

Required Job Qualifications

• Completed bachelor’s degree in agriculture and/or natural resources, animal science, education, youth development or a closely related field prior to beginning the position.
• A successful candidate without a completed master’s degree will be required to complete a master’s degree relevant to their Extension position within 5 years from the start of employment. Failure to do so may result in termination.
• Course work or prior experience or evidence of capacity to conduct effective educational programs for both youth and adult audiences.
• Demonstrated skill working with people as individuals and in groups; ability to forge equitable and successful partnerships with other professionals and organizations.
• Evidence of drive and initiative. Must be a self-starter.
• Demonstrated leadership ability.
• Ability to communicate through teaching, public speaking/presentation and writing as demonstrated through application materials and experience.
• Demonstrated use of technology in managing and/or delivering educational programs.
• Personal or professional commitment to diversity as demonstrated by persistent effort, active planning, allocation of resources and/or accountability for diversity outcomes.
• Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.

Preferred Job Qualifications

• Completed master’s degree.
• Experience in audience needs identification and evaluating results of programs and projects, including development of appropriate evaluation instruments.
• Experience in the management of educational programs.
• Experience in effectively translating and communicating technical information to lay people.
• Professional experience with/knowledge of Extension and the Land-Grant University System.
• Successful experience in developing financial support for educational programs including grant writing, fund raising, contracting, and/or cost recovery efforts.
• Ability to speak Spanish.

Essential Duties

Job Duty Category Program Planning, Development, Delivery, Evaluation and Reporting: Duty/Responsibility

• Assume responsibility for overall planning, coordination, implementation and evaluation of Prowers County’s 4-H program involving youth and leaders to ensure an active and growing program.
• Seek to offer new opportunities for 4-H youth, leaders, and parents through new and innovative opportunities, with the goal of expanding the involvement, reach, and effectiveness of the 4-H program.
• Develop, implement, evaluate and report impacts of countywide non-credit educational 4-H youth development programming in Prowers and Bent Counties.
• Promote youth development through in-school and after-school efforts in Prowers and Bent Counties.
• Travel to and participate in professional development, evening and weekend events and periodic activities requiring overnight stays.
• Work closely with other Extension staff in the area to assess needs, develop plans and identify resources for developing, organizing, implementing and evaluating the total 4-H program.
• Maintain effective communication with Colorado State University personnel, community leaders, and local, state, and federal agencies and organizations to enhance strong program development, delivery and evaluation.

Percentage Of Time 40% Job Duty Category Initiate and Develop Relationships and Partnerships Duty/Responsibility

• Work collaboratively with the area agents in agriculture, livestock, horticulture, agronomy, family and consumer sciences and youth development to coordinate and deliver balanced and effective educational programming to sustain the people, agriculture, and the environment.
• Build K-12 partnerships between CSU Extension and public schools throughout Prowers and Bent Counties
• Work with other youth serving organizations and agencies to help provide a comprehensive youth development program.
• Work closely with citizens, advisory and other groups, and local, state, and federal agencies in determining program needs and direction.
• Work closely with the Sand and Sage Round-Up Fair Board and Superintendents preparing for the county fair, The Holly Gateway Fair Board, Prowers Livestock Committee, Prowers County Horse Committee and the Prowers County 4-H Foundation and associated events.
• Provide leadership and program assistance with other activities as assigned.
• Assure compliance with civil rights and affirmative action policies including reaching out to underserved and underrepresented audiences.

Percentage Of Time 30% Job Duty Category Volunteer Recruitment, Development and Management Duty/Responsibility

• Recruit and provide leadership opportunities and training for 4-H volunteer leaders that will enable their effectiveness in working with youth and retain their commitment over sustained periods of time.

Percentage Of Time 20% Job Duty Category Administration and Supervision Duty/Responsibility

• Use entrepreneurial skills to find and/or generate external funding sources (grants, contracts, gifts, user fees, etc.) to help support county and programming efforts.
• Manage a non-appropriated budget of approximately $6,500 including support for cost recovery and revenue generation and manage a grants budget of approximately $10,000.
• Provide supervision of the office administrative assistant, and help assure communication within the office and with county commissioners and other appropriate stakeholders.
