Director, Employment & Recruiting Services

Reporting to the Executive Director for Human Resources, the Director of Employment Services will manage and oversee the Institute’s employment and recruiting operations. This position will provide strategic management leadership to the Human Resources recruiting staff and will partner with the Executive Director on recruiting and retention planning. -Oversee and manage a high volume employment team responsible for the delivery of a full range of employment services campus wide.
-Effectively manage the efforts and daily activities of the employment consultants and employment specialists responsible for the recruitment of exempt, non-exempt, managerial, professional, research, and technical positions. Support and reinforce collaborative relationships with other members of the HR staff during the recruitment process.
-Conduct executive recruitment by developing a recruitment strategy to identify sources of qualified applicants, develop effective advertising campaigns, and establish rapport with referral sources ·and the campus business community to attract a viable workforce for the Institute for all executive level positions.
-Work with the HRIS resources and outside vendors to ensure the availability of the systems and technology needed to support all recruitment and employment functions. Oversees and directs technology Implementation projects related to recruitment.
-Meet long-term staffing needs by proactively identifying and forecasting employment needs and developing a pipeline that utilizes all available sources including temporary, part-time, agency, summer and internship programs.
-Oversee and assess recruiting activity and allocate staff resources that effectively meet the needs of internal and external customers and ensures high level service and support.
-Partner with hiring managers to strengthen their understanding and expertise on effective hiring processes and procedures that take into account Institute policies, industry standards and best practices.
-Counsel Human Resources business partners including top management in all areas of talent management and development to ensure recruitment strategies align with the Institute’s business objectives and strategic plan. Keep current with trending topics in HR and employment.
-Develop career resources to effectively support dynamic recruitment efforts and to provide career advice to current employees and managers.
-Oversee and manage contract agreements and billing processes for temporary staffing services; evaluate and analyze effectiveness of vendor contracts.
-Develop and maintain work study student agreements with nearby colleges; work with department management to identify work study ·student opportunities and applicable assignments.
-Ensure Institute compliance with federal and state employment laws by staying current on new and pending legislation; partner with our Office of General Counsel on increasing awareness and understanding of applicable laws and regulations affecting employment functions including EEOC and OFCCP regulations.
-Responsible for the oversight and management of our federal I-9 responsibilities including completing, evaluating, tracking and retention of all applicable forms and documents.
-Identify and implement processes that take advantage of emerging social media technologies.
-Direct and oversee the development, publication and presentation of select management reports to collect, analyze, and summarize various staffing and recruitment statistics along with turnover rates and employment trends.
-A minimum of a Bachelor’s degree with a minimum of 5 years experience in a talent acquisition leadership role within an organization.
-Proven management and leadership expertise directing a full-cycle recruiting/ employment operation in a high volume and deadline driven environment.
-Strong oral and written communications skills along with excellent interpersonal skills and the ability to interact and partner with various levels of management, staff, faculty and outside constituents.
-Proven expertise using social media tools such as Facebook, LinkedIn and Twitter for successful recruiting in a higher education environment.
-Ability to effectively work with executive search committees or firms to create beneficial sourcing, assessment, and closing strategies at all organizational levels.
-Experience in developing recruitment strategies to identify and seek-out potential viable candidates.
-Working knowledge of federal and state employment laws as well as the ability to interpret and comply with the Institute’s policies.
-Demonstrated proficiencies with MS Office, data management tools, report writing and analysis tools, HRIS system and applicant tracking system.
-Experience working in an OFFCP environment.
-Knowledge of Oracle HRIS system.
