Sponsored Programs is the primary coordinating office for externally funded activities of a contractual nature at CSU. Sponsored Programs oversees the full-range of research administration from proposal review and submission to final invoicing and project close-out.
The incumbent serves as a key member of the Office of Sponsored Projects management team and is responsible for: 1) management of sponsored project effort reporting systems, policies and procedures, 2) management of accounting technicians for all OSP constituency-based teams, 3) accounts receivable monitoring, 4) Monitor recharge account activity charged to sponsored program accounts, 5) liaison with federal and non-federal agencies on post-award issues, 6) overseeing audit functions, and 7) training for OSP staff and campus stakeholders on post-award compliance issues. The position works closely with the Office of Business and Financial Systems, Research Services, Information Systems, and Payroll to ensure effective coordination with the post-award financial arena, and with other key units responsible for research administration.
Required Job Qualifications
-Bachelor’s degree and 5 years or more of research admin experience in a university or other research-related setting.
-A minimum of 3 years post-award experience required
-Supervisory experience required.
Preferred Job Qualifications
-Effort certification experience.
-Experience with business analysis and change management techniques.
-Ability to work with multiple constituencies and systems in a collaborative atmosphere
-Excellent customer service and communication skills.

Job Duty Category Manage Effort Reporting Duty/Responsibility
a. Oversee effort reporting systems
b. Oversee policy review and development as related to effort reporting
c. Oversee procedure review and development as related to effort reporting
d. Oversee campus training at the University to ensure strict concurrence with federal compliance obligations in this area, including:
i. Ensuring that 100% of effort statements due under federal regulations are properly certified and approved by faculty and non-faculty researchers;
ii. Assess and, when needed, modify institutional systems and processes to ensure compliance with federal requirements, seeking to reduce faculty and departmental administrative burden whenever possible
e. Monitor PPDAs (salary cost transfers) and manage the effort recertification process
i. Communicate with academic departmental administrative staff concerning historical salary adjustment activity and the recertification processes by written and oral communication with departments
ii. Monitor and review all adjustments that impact closed effort statements to ensure the appropriate documentation and justification for departmental recertification requests
f. Ensure that faculty and staff are properly trained to meet their effort obligations
g. Serve as Business Process Owner for Kuali Effort Reporting module, which includes project management during system upgrades and coordination with key stakeholders
h. Keep abreast of national effort audits and regulatory obligations, and revise policies, procedures and systems when needed

Management of accounting technicians for all OSP constituency-based teams
a. Manage and direct all constituency-based account techs totaling approximately 8 FTE
i. Provide administrative oversight and direct supervision of account technicians
ii. Coordinate, review and approve daily work of staff
iii. Assist with the development and ongoing enhancement of team and departmental organizational structure, hiring, managing, mentoring and evaluating staff and appropriately recognizing and rewarding staff achievement
iv. Assist in the development and implementation of specific performance measures and tracking methods for staff, and the development and promulgation of organizational core competencies and team standards
Percentage Of Time 20 Job Duty Category Monitor accounts receivable Duty/Responsibility
a. Design and implement necessary changes in policy and processes related to the accounts payable and receivable functions to increase efficiency and to ensure continued compliance with State and Federal regulations, as well as University policy and procedures
b. Ensure that all University payments and receivables are properly entered and processed in a timely and accurate fashion. Interact with vendors to resolve situations and billing inquiries as needed

c. Ensure recharge activity adheres to University Cost Accounting standards and applicable university policies

b. Oversee all audit requests from federal and nonfederal agencies and internal audit
c. Conduct spot-audits on at-risk accounts

Provide training for OSP account technicians and post-award staff on campus
a. Develop and/or update current training materials in OSP
b. Develop topical presentations for campus
c. Develop, long-term, a comprehensive post-award training program for use by the entire CSU research administration community.
