Beijing Normal University-Hong Kong Baptist University United International College (UIC) is currently seeking candidates for the position of Chief Risk and Assurance Officer(CRAO), which is expected to be filled as soon as possible.

Job Description:

Chief Risk and Assurance Officer (CRAO) provides strategic leadership and direction for the College's  risk management and assurance functions. The CRAO is tasked with the development and execution of a comprehensive audit and risk control programme. This programme is designed to assess and provide recommendations for the College's risk management strategies, control mechanisms, and governance processes. The main areas of responsibility include, but are not limited to:

  1. Developing and implementing a comprehensive risk management and assurance plan for  the College, using a risk-based approach and in accordance with professional standards.
  2. Developing, management and monitoring a comprehensive risk register for the College
  3. Evaluating the effectiveness of the College's  risk management framework in addressing risks and achieving its goals and objectives.
  4. Ensuring compliance with laws, regulations, and College policies.
  5. Reporting audit and risk findings and recommendations to Senior Management.
  6. Coordinating with external auditors to ensure comprehensive audit and assurance coverage.
  7. Fostering a culture of transparency and accountability throughout the College.
  8. Providing training and guidance to College staff on risk management and control processes.
  9. Participating in and providing advice on College governance strategies and practices to ensure compliance and best practices.
  10. Establishing and managing good relationships with key external parties, including representatives of local and national government, founding partners of HKBU and BNU, and other sectors.
  11. Reporting to President and Provost.

Job Requirements:

  1. A master's degree in Accounting, Finance, Economics, or a related field is required. Professional certifications such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or Certified Information Systems Auditor (CISA) are preferred.
  2. A minimum of 15 years of experience in a relevant area, including at least 8 years in a leadership role.
  3. Excellent analytical, problem-solving, and strategic thinking skills.
  4. Strong written and verbal communication skills, with the ability to present complex information clearly and effectively.
  5. High level of integrity and professional ethics.
  6. In-depth understanding and experience in College governance and management.
  7. Familiarity with the higher education systems in both Hong Kong and mainland China will be a valuable asset.
  8. Excellent command of English and Chinese is required.

Appointment Terms

Appointment to this position will initially be made on a fixed-term contract with mutual agreement.
