Introduce:

The School of Law at Chongqing University was founded in 1945, as one of the six schools (Arts, Sciences, Engineering, Commerce, Medicine, and Law) at that time. It has been led by Mr. Zhai Jinfu, Professor Luo Zhiru, and Professor Pan Dakui successively, with the contemporary renowned international jurist Mr. Wang Tieya having previously taught here. In 1952, as part of a national restructuring of higher education, the School of Law was separated from Chongqing University and merged with the law schools of sister institutions to establish Southwest University of Political Science and Law. In 1995, Chongqing University resumed undergraduate enrollment in law, initially under the administration of the former School of Business and Law, and established the Department of Law in 1998. The former Chongqing Jianzhu University began enrolling undergraduate law students in 1995 and undergraduate law students in 1996. The Social Sciences Department was established in 1992, offering law-related courses to the entire university. In 2000, the three schools merged to form a new Department of Law, which was reinstated as the School of Law at Chongqing University in 2002. The school has a complete disciplinary and training system, offering undergraduate programs in law and intellectual property, with master’s and doctoral degree programs in law (covering 10 sub-disciplines) and professional master’s degree programs in law. It also hosts a post-doctoral research station in law. Over the past twenty years, the school has developed its own strengths and advantages in fields such as environmental and resource protection law, economic law, intellectual property law, jurisprudence, criminal law, civil and commercial law, constitutional law and administrative law, and international law. It has attracted a group of influential experts and scholars in the field of law, becoming a widely influential and reputable education and research base for law in the western region of China.

【Discipline Construction】

Since its establishment, the school’s disciplinary construction has achieved leapfrog development, recognized as a “significant phenomenon in legal education.” In 2000, it successfully applied for master’s degree programs in environmental and resource protection law and jurisprudence. In 2005, it established a doctoral degree program in environmental and resource protection law, followed by the establishment of a master’s degree program in law in 2006, a professional master’s degree program in law (JM) in 2007, and a post-doctoral research station in 2009. In 2011, it established a doctoral degree program in law. The undergraduate program in law is a national first-class specialty construction site, an education department-registered second-degree program, a Chongqing first-class undergraduate specialty construction project, a Chongqing higher education institution characteristic specialty, and a participant in the “Three Special Actions Plan” construction project. The discipline of law is a key discipline in Chongqing during the “Twelfth Five-Year Plan,” “Thirteenth Five-Year Plan,” and “Fourteenth Five-Year Plan,” and a key nurtured discipline at Chongqing University. The team in environmental and resource protection law has entered the “Environmental Resources Law Research Consortium” of the China Law Society (a national think tank), ranking 11th and 17th in the third round of discipline assessment by the Ministry of Education and entering the B+ category in the fourth round. |

【Faculty】

Through cultivation and introduction, the school has formed a faculty team with a reasonable age, title, educational background, and academic background structure. It currently has 76 professional teachers, including 25 professors and 26 associate professors. There are 30 doctoral supervisors and 53 master’s supervisors. 【Talent Cultivation】

The school adheres to Marxist legal theory and the theory of socialist rule of law with Chinese characteristics, focusing closely on the fundamental task of moral and ethical education. It maintains the philosophy of cultivating talent with both moral and legal virtues, upholding the educational mission of producing “industry elites, national pillars.” The school strives to cultivate high-quality legal professionals with comprehensive qualities, solid foundations, practical proficiency, innovative awareness, and creative spirit.

The school has established an innovative practical teaching team, featuring a law practice teaching center, a moot court, and case discussion rooms. It offers five national and provincial-level excellent courses, including “Economic Law,” “Ecological Civilization Construction and Environmental Rule of Law,” “Entrepreneurship and Contracts,” “Environmental and Resource Protection Law,” and “Contract Law.” The school has received multiple Chongqing Teaching Achievement Awards and has edited and published over 50 professional textbooks. The school actively enhances students’ comprehensive qualities by expanding extracurricular activities through party branches, classes, student unions, and clubs. The schhol has won first prizes in several moot court competitions, and the Third Undergraduate Party Branch was selected as a cultivating unit for the Ministry of Education’s “National Model Party Branch for Party Building.”

The school currently has over 400 undergraduates, more than 500 master’s students, over 100 doctoral students, more than 10 international students, and over 50 postdoctoral researchers. Since the resumption of enrollment, the school has produced over 8,000 graduates for higher education institutions, state organs, and enterprises, and has provided continuing education and training services for over 50,000 in-service cadres and employees across various industries, serving the needs of the Party and the nation's rule of law construction.

【Research】

The school boasts robust research platforms, strong research capabilities, and abundant research achievements. It has established two provincial-level research bases: the “West China Environmental and Resource Law Research Center” and the “Chongqing Collaborative Innovation Intellectual Property Research Center.” Additionally, it has six university-level research bases (centers) and 16 college-level research platforms (centers).

The school serves as the secretariat for several specialized committees, including the West China Development Law Professional Committee of the Environmental and Resource Law Research Association of the China Law Society, the Resource Law Professional Committee of the China Society of Natural Resources, the Environmental and Resource Protection Law Research Association of the Chongqing Law Society, and the Real Estate and Construction Law Research Association of the Chongqing Law Society.

The school led the establishment of the “Chongqing University National Cyberspace Security and Big Data Law Strategy Research Institute.” Its research findings, “China Big Data Transaction Compliance Survey Report,” were recognized as “CTTI Source Think Tank Exemplary Achievements.”

The school has undertaken over 90 national-level projects (including 7 major projects of the National Social Science Fund and 1 project on rare disciplines), 2 international science and technology cooperation projects, over 230 provincial-level projects, and over 240 horizontal projects. The school has published over 2,500 papers, including over 1,240 papers in CSSCI indexed journals, with more than 30 papers in authoritative journals such as Social Sciences in China, Chinese Journal of Law, and China Legal Science. 【International Exchange】

The school places great emphasis on international exchanges and cooperation, having signed cooperation agreements with the Ohio State University Moritz College of Law and the University of California, Davis School of Law. It supports faculty visits to foreign universities for academic exchanges and selects students to study abroad. In recent years, multiple groups of students have been organized for short-term study exchanges at Waseda University in Japan and the National University of Singapore. Since 2018, the school’s debate team has won the national first prize in the JESSUP International Law Moot Court Competition for six consecutive years and has participated in the global finals five times. In the 62nd global finals, the team achieved the first place globally for memorials, setting the best record for Chongqing University since it began participating in the competition in 2007. This also marked the first time in fifteen years that a team from China won the global first place for memorials again.
