Applications are invited for a Permanent post of a Systems Manager within UCD / Medical Bureau of Road Safety.

The responsibility for chemical testing of intoxicants in driving in Ireland rests with the Medical Bureau of Road Safety (MBRS), which is a statutory body established in November 1968 by the Minister for Local Government under Part V of the Road Traffic Act, 1968. Reporting to the Head of Laboratories, the postholder will be responsible for a substantial programme of work, comprising multiple major projects and technical development initiatives.

On a day to day basis the post-holder will be responsible for implementation, monitoring, and evaluation of MBRS's I.T Strategy. Restructuring of existing I.T. functions will focus on the modernisation of the underlying I.T. infrastructure, the I.T. team and all service delivery. This will be a key requirement for the Systems Manager.

The postholder will fully manage the maintenance of current I.T. systems which include servers, multiple subnets, next generation firewalls and numerous laboratory applications that support the daily operations of the MBRS. The data held by the MBRS is not only highly sensitive and confidential, but also of critical legal importance, mandating the postholder to diligently manage and meticulously oversee the MBRS's cybersecurity and data analysis capability needs.

The Systems Manager shall demonstrate a capacity for thought leadership by effectively developing a vision and direction for I.T. in the MBRS based on current best practice and technological development, while being able to translate this vision into action in line with the government policy of digital transformation and service improvement. Possessing a high level of laboratory I.T. expertise is imperative to be able to liaise with forensic scientists, other members of the scientific community and external entities. This role will also fully manage the maintenance of current I.T. systems including their security while also taking the lead role in I.T. system innovation and improvement. Developing a vision and direction for I.T. in the MBRS, based on current best practice and technological development, while being able to translate this vision into action will be a key requirement. The post requires a broad range of service development, technical and project management skills, and is suitable for someone with a high level of laboratory IT expertise, who is able to liaise with a range of both internal and external stakeholders.

95 Admin Off Ia\2013 (2010) Salary: 65,388 - 76,409 per annum per annum.
