Resilience assessment aims to enhance a system capability to handle disruptions with minimal loss of functionality, and in the face of the large future uncertainties it will play a key in societal development and performance. From a resilience perspective, infrastructure systems play a fundamental role in the extent of the impacts from hazards. Energy, ICT, water supply and transportation networks, are particularly vulnerable to climate change. Disruptions in these have a significant potential to disrupt societal systems, and at the end of the societal chain, bring significant harm to communities.
The CAPABLE project will develop a framework and support digital tool for decisions that enhances resilience through a capability-based assessment of the community functionality in disruptions. Capability-based approaches are founded on the idea that there is a "capability to function, i.e., what a person can do or can be" rather than the assumption that there is an equal potential of fulfilment in the society and are of high interest to solve the identified need for resilience informed decisions centred on people.
