National Security Law Fellow

The next Fellowship application cycle will be open beginning April 2022, with applications considered on a rolling basis through May 6, 2022, for the two year fellowship that will begin in September 2022.

For over a decade, Georgetown Law's Center on National Security has hosted a two-year National Security Law Fellowship designed for a highly-qualified law school graduate specializing in national security law and policy who intends to pursue an academic career. One of the goals of the fellowship is to diversify the pipeline of scholars in the national security field, which has suffered from a lack of diversity. We seek applicants who have demonstrated an aptitude for independent scholarly research, as demonstrated by their scholarly work in law school, research related to other graduate degree programs, and/or their professional activities after law school. Applicants should also highlight if they have experience or interest in any of the four specific focus areas of the Center: (1) National Security & Technology; (2) National Security & Human Security; (3) National Security & Natural Security; and (4) National Security Institutions.


The Fellow will be in residence at Georgetown Law Center for a two-year period. The Fellowship will permit the Fellow to complete a year of research and writing before applying to academic teaching positions. During the Fellow's tenure at Georgetown, he or she will be expected to produce at least one major academic piece of scholarship on a national security-related topic. The Fellow will be mentored by the faculty associated with the Center, and will work closely with his or her mentors in the development of the major writing project.

The Fellow will also be expected to contribute to the intellectual life of the Center in a meaningful way by participating, where appropriate, in ongoing Center projects in one or more of the Center's focus areas, as well as mentoring students. The Fellow will have the opportunity to attend scholarly symposia, lectures, and brown bag seminars with Georgetown Law faculty, and to participate in the Georgetown Fellows' Collaborative, described below.


The Georgetown Fellows' Collaborative is a program designed for the fellows at Georgetown Law and its various institutes who wish to pursue an academic career. The core of the Georgetown Fellows' Collaborative is the regular Fellows Workshop and the ongoing Fellows Seminar. Members of the Fellows' Collaborative are also invited to programs about the teaching market, and work together with members of the faculty in the application process.


The Fellows Workshop meets every other week and gives Fellows from the different Georgetown programs an opportunity to present their works in progress to one another. The goal is to improve the quality of participants' work in a collaborative, supportive, critical and rigorous process of peer-review. The Fellows Workshop is run in the same format as faculty workshops. Presenting fellows are encouraged, though not required, to invite faculty with relevant interests to attend as well.


The Fellow is expected to participate in the Fellows Seminar, which is conducted by members of the faculty. The Fellows Seminar provides, in two years, an overview of major ideas in legal thought and scholarship. The Fellow will have the opportunity to participate in four seminars, consisting of: (1) Legal Theory and Jurisprudence (2) Law and Social Sciences (3) Law and Humanities, and (4) Contemporary Debates in Legal Scholarship. A different seminar will be offered each semester. Fellows are not required to produce any writing for the seminar, but it is expected that the Fellow will participate in a lively discussion.

Work Interactions and Work Mode Designation

The Fellow's time will be spent primarily on producing significant scholarship for publication in preparation for going on the job market. In addition, as time allows, Fellows will mentor students and support one or more of the Center's projects in our Innovation Incubators, the problem solving labs the Center has launched to tackle complex, cross-cutting, real-world security challenges. The Fellow can propose to teach a seminar, which will be handled on a case by case basis. The Fellow also will contribute to the intellectual life of the Center, and will have the opportunity to take part in the Georgetown Law Fellows' Collaborative in preparation for the academic job market. The position is designed for individuals intending to go onto the legal academic job market within two years.

This position has been designated as a hybrid telework/in person position. Please note that work mode designations are regularly reviewed in order to meet the evolving needs of the University. Requirements and Qualifications
  • Highly-qualified law school graduate (JD and/or LLM) specializing in national security law and policy who intends to pursue an academic career.
  • An aptitude for independent scholarly research, as demonstrated by scholarly work in law school, research related to other graduate degree programs, and/or their professional activities after law school.
  • Please highlight experience or interest in any of the four specific focus areas of the Center: (1) National Security & Technology; (2) National Security & Human Security; (3) National Security & Natural Security; and (4) National Security Institutions.

  • Published Works or Writing Sample: Please provide copies of any legal scholarship, including student notes, that you have published. If you have not published any scholarship, please send a writing sample.
  • Transcripts: Please include official transcripts for your undergraduate, J.D., and any other degrees you have earned.
  • Two Letters of Recommendation: Your letters of recommendation should preferably be written by law professors, but if this is not possible, letters from other professors or professional references are acceptable.
  • Curriculum Vitae
  • Research Proposal/Scholarly Agenda: The Scholarly Agenda should be approximately 5 - 10 pages in length and should describe the project or projects you expect to accomplish as a Fellow. A successful agenda succinctly states the intended thesis or argument you hope to advance in each proposed piece of scholarship, and may also suggest possible connections between projects if more than one project is contemplated. The scholarly agenda should convey scholarly intent and potential but need not be footnoted, nor are bibliographies expected. Please preface your agenda with an Executive Summary (one page or less) of your primary proposed research project.
  • Personal Statement / Cover Letter: The Personal Statement should be approximately two pages and is your opportunity to describe your background, professional goals, or other personal information you feel is relevant to your candidacy.
