Reporting to Team Lead of Resource Planning and Management (RPM), the Senior Manager of POD is responsible to drive initiatives to reduce cost, lead in effective management of assets life cycle and procurement activities to support lab operations. The Senior Manager will also oversee the management of Division’s Central Store and its operations.

Key Responsibilities

  1. Lead in the procurement activities, including sourcing of lab supplies, consumables, establishing Invitation to Quote, raising Purchase Request, liaising with vendors/ suppliers for supply and delivery of items
  2. Drive initiatives to streamline procurement processes for better cost benefits and vendor management as well as to reduce cost
  3. Work closely with Professional Officers, Technical Officers and relevant stakeholders on procurement of lab supplies, consumables, equipment maintenance contract services, etc., and ensure timely submission of goods receipts in the system
  4. Liaise with Finance on invoice and payment matters for delivered goods/services
  5. Coordinate division’s efforts to upkeep records and generate reports on the usage of lab supplies, consumables, and chemicals, etc
  6. Provide guidance to POD staff to ensure compliance with procurement policy and relevant regulations
  7. Lead in the effective management of assets life cycle and ensure accurate tracking of both fixed assets and low value assets
  8. Conduct assets verification in accordance with the Finance Manual and maintain accurate records in the systems
  9.  Coordinate with Professional Officers, Technical Officers and relevant stakeholders to plan and manage logistic movement of lab equipment and supplies to new campus at Punggol
  10. Ensure all documentation of records is in order and uploaded to the Division’s Sharepoint
  11. Function as part of the Resource Planning and Management Team to support the division’s activities and meet the division’s administrative needs
  12. Undertake any other duties as assigned by the Director, POD or supervising officer for the effective support of division operations and activities

Job Requirements

  1. Possess a good degree with minimum 8 years of relevant experience in assets and procurement management
  2. Experience in supply chain management and supporting procurement of lab items would be an advantage.
