JOB PURPOSE:

The purpose of the job is to provide a centralised service for negotiating, establishing and managing the entire portfolio of ICT contracts at the University of Pretoria. This includes contracts with external service providers e.g. software licenses, maintenance/support for software and infrastructure components, as well as outsourcing and insourcing contracts. A key focus area of the job is to ensure that the capability development teams are appropriately staffed with external resources (where applicable). This implies sourcing of required skills from preferred service providers e.g. labour brokers. Support and advice will be offered to clients when negotiating ICT contracts with external suppliers. The position will oversee the entire contract life cycle, and will manage this process with the aid of a contracts management system.

RESPONSIBILITIES:

The successful candidate's responsibilities will include, but are not limited to:

  • Contract negotiation:
    • Provide support to line managers with respect to contract negotiations;
    • Negotiate contract options and terms with vendors where applicable;
    • Liaise with Legal Services to obtain legal input;
  • Contract evaluation:
    • Study/evaluate contract content;
    • Liaise with contract vendors and ITS-staff to obtain information; and apply UP and ITS policies;
    • Evaluate options and advise accordingly;
    • Conduct research into specific contracts and into contracts in general;
  • Contract advice/support:
    • Provide advice/support about ICT contracts to clients from departments/faculties, as well as ITS divisions;
    • Provide budget advice and input to the ITS divisions;
  • Contract management:
    • Establish contract control-procedures, and manage contracts over its entire life cycle;
    • Ensure and facilitate the timely renewal/renegotiation of contracts;
    • Apply the ITS-policies, and report possible problems timely;
  • Skills sourcing:
    • Establish relationships with labour suppliers and manage these relationships;
    • Recruit skills required for project delivery into the capability development teams;
    • Liaise with the labour suppliers and manage the contracts with labour suppliers;
  • Contract Administration:
    • Verify invoices against contract terms, and recommend contract/invoice payments;
    • Ensure that contracts are kept current and available on the contracts management system;
    • Provide ad hoc reports, information, and monthly/yearly reports;
  • Manage process of maintaining DCC (Document control centre) database:
    • Manage life cycle of documents according to DCC workflow processes;
    • Keep database and document repository updated;
    • Update agenda/minutes and distribute to DCC members;
    • Regular follow-up on progress of documents under review;
    • Provide process and documentation support to ITS authors of documents.

MINIMUM REQUIREMENTS:

  • A relevant Bachelors/B.Tech degree in Information Technology (e.g. B.Sc; B.Com; B.Eng; B.Tech);
  • Contract management course; 
  • Minimum four years’ experience:
    • In working within an information technology environment;
    • As a contracts manager (Contracts establishment, agreement, and management).

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge:
    • Project management skills;
    • Resource planning and forecasting skills;
  • Technical Competencies:
    • Broad understanding of Human Resources Department policies and procedures;
    • Broad understanding of educational environments;
  • Behavioural Competencies:
    • Interpersonal skills;
    • Communication skills (verbal and written);
    • Liaison skills.

ADDED ADVANTAGES AND PREFERENCES:

  • A legal qualification;
  • Minimum six years’ experience in:
    • IT project management;
    • Legal requirements and processes;
    • Resource sourcing and allocation management.

The annual remuneration package will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines. UP subscribes to the BESTMED and UMVUZO medical aid schemes and contributes 50% of the applicable monthly premium.
