Job Description Summary

Under the supervision of the Director, the Associate Director of Finance and Administrative Affairs is responsible for managing the budget and fiscal operations of the Cardiovascular Research Institute, including the metabolomics service center and mouse phenotyping core with a budget of $13M. This person establishes and maintains complex budget and forecasting. The Assoc Director is responsible for generating monthly reports, invoicing and reconciliation, budget preparation and contributing to the CVI executive summary. The Assoc Director supervises the work of professional staff and manages/supervises the administrative personnel. The Assoc Director is responsible for the fiscal management of each service center including establishing the budget and developing the cost analysis and managing required University reporting. The position will oversee and provide backup support for clinical trials management. The Assoc Director ensures monthly post-award reports are generated in a timely and accurate manner in compliance with DOM guidelines. Knowledgeable of pre and post award management and supports team as needed for deadline submissions. Prepares research center budget statements on a monthly basis. Generates monthly clinical trial revenue reports for investigators.

Responsible for effectively overseeing the research and financial activities of the Division of Cardiovascular Medicine and the University of Pennsylvania Cardiovascular Institute (CVI). The Cardiovascular Institute coordinates the activities of over 200 School of Medicine faculty members with primary cardiovascular research interests and an operating budget of $2,000,000. NIH support for these faculty members in FY15 exceeded $65,000,000. This administrator will also provide fiscal oversight of the CVI core laboratories. 
The Division of Cardiovascular Medicine currently has 131 full time faculty members. At the Division level, the administrator has primary responsibility for the management and control of $13 million in grants revenue, $800,000 in Commonwealth allocations, and about $10 million in gifts, endowments, & other unrestricted funds. This position provides strategic guidance to Cardiology Division leadership, CVI, and faculty to optimize use of available funds. Responsible to provide oversight of all pre and post award management processes. Develops operating budgets for all research activity. Performs extensive financial analysis assure compliance to University policies and Sponsor guideline as applicable for financial transactions related to research or University business. Maintains accuracy and quality of proposal submissions. Manages grants and contracts in conjunction with Principal Investigators.

Qualifications:

Bachelors and 5 to 7 years of experience or equivalent combination of education and experience required.
