Director 3, Cost Analysis
Reporting to the Associate Controller, the Cost Analysis Director is responsible for developing the principles for costing activities to support internal and external charges across the University. This position will direct the preparation of complex rate calculations for use in submissions to external parties such as the Department of Health and Human Services, for use for internal costing purposes such as internal service provider charges, for use in allocations of internal costs such as fringe rates and University services assessments. This position will be the primary point of contact for external agencies related to rate development and will work closely with the Office of Research Administration and other academic and administrative leaders to ensure costing policies and supporting processes are helping to advance the University’s mission in an effective and efficient manner. The Senior Director plays a key leadership role in providing timely, accurate, high quality financial analysis and advice to senior leaders at Yale.
- Process Owner: Lead all aspects of costing at the University including such areas as F&A rate development and analysis, fringe rate development and analysis, and University Service Providers.
- Develop principles for costing across the University to provide senior leadership with data based decision support and to meet regulatory requirements for rate development.
- Oversee the development and maintenance of complex costing models to allocate costs based on the appropriate metrics using the method which most closely aligns the allocation to the cost drivers.
- Set standards and policies to be used across the University for direct assignment of costs, allocation of costs and charging of internal services.
- Exercise judgment to achieve the most appropriate costing, balancing the cost benefit of different methods and considering both the ability of departmental users to comply with proposed frameworks and decision makers’ ability to rapidly interpret the information to inform decision making.
- Plan, direct, and monitor the activities related to development and organization of the University’s cost allocation system, including analysis of the cost of the internal and external services, development of the federal Facilities and Administrative (F&A) rate and development of fringe rates.
- Manage the annual financial reporting and analysis for the University’s fringe benefit pool.
- Directs external report preparation related to cost accounting and related audit work. Responsible for timely, accurate submissions including compliance with all relevant regulations.
- Lead or perform special projects as necessary.
- Strategic Advisor & Analyst: Serve as a strategic advisor and provide high-level support for identifying, developing, and presenting timely, accurate, and meaningful information to the VP F&BO, Provost, President, and other senior leaders.
- Direct and develop scenarios and modeling of alternative methods, summarize, analyze and interpret results and prepare a clear recommendation to leadership. Identify drivers of differences among alternatives.
- Identify areas of opportunity to reduce costs or change methodologies to further the University’s mission and appropriate resource allocation.
- Interpret and disseminate the cost accounting information to stakeholders and support transparent economics.
- Change Leader: Identify and lead process redesign activities at the institutional and unit level to improve the level of effectiveness and efficiency of costing practices.
- Communicate the methods throughout the University to ensure consistent use. Seek input on potential improvements from all relevant levels within the organization.
- Analyze accounting processes, expenses and make recommendation to improve operating efficiencies and to strengthen internal controls.
- Talent & Organizational Developer: Build the capability and capacity of the costing function, and provide outstanding leadership support to the AVP in building the capability and capacity of the Finance organization overall.
- Practice continuous professional development for self and staff through regular discussions, Individual Development Plans and/or other opportunities to identify areas for growth and development.
- Seek opportunities for self and staff to expand knowledge and experience.
- Stay current on all regulatory requirements and best practices.
Required Education and Experience
Bachelor’s Degree in related field. Ten years of experience or an equivalent combination of education and experience.

Excellent written and oral communications skills and a strong facility with presentation development. Well-developed computer skills with demonstrated proficiency in Excel and Power BI. Ability to analyze significant amounts of data through technology.
Preferred Education, Experience and Skills:
CPA and/or Masters degree in relevant field and 8 years of experience involving finance and administrative operations management within a higher education. Experience with Access and/or other analytical tools. Experience with Workday ERP system. Knowledge of and experience with federal regulations for sponsored research related to costing.
