Central European University (CEU) and the Open Society University Network (OSUN) seek applications from highly qualified candidates for the position of Senior Program Manager of the OSUN Executive Education Hub (ExEd Hub) at CEU, in Vienna Austria.

OSUN is a global university network, anchored by Central European University and Bard College, that integrates learning and the advancement of knowledge across geographic and demographic boundaries, promotes civic engagement to foster open societies, and expansion of access to higher education for members of underserved communities.

Based in Vienna at CEU, the OSUN ExEd Hub is a new initiative designed to provide innovative executive and professional education for a global audience of students and practitioners. It will pursue the open society mission of OSUN by focusing on areas such as governance, policy and management. Its financial model will combine fee paying/revenue generation activities and financial aid. Its mandate will include providing support and facilitating access to high-quality executive and professional education for students from underprivileged backgrounds, such as marginalized minorities, refugees, or members of other economically and socially disadvantaged groups. In collaboration with CEU and OSUN academic units, the OSUN ExEd Hub will also offer degree and non-degree programs for practitioners in areas of relevance for OSUN and its local partners in which there is a shortage of supply. These programs will serve to build and strengthen professionally advanced and democratic operations in the public and private sector, including governmental and inter-governmental institutions, business and civil society organizations.

The ExEd Hub will be launched during the course of the academic year 2020/21. It will immediately start developing a comprehensive yet flexible support framework for program design and implementation, paying close attention to modes of delivery, partnerships, credentials, sales, recruiting and evaluation. It will start by providing support for the launch of training modules and programs in business management education, higher education leadership and management, public and population health and global health policies, and other professional fields identified as priority by CEU and OSUN.

Position
The Senior Program Manager will report to the Provost of CEU. He/she will work closely with the academic leadership of OSUN, OSUN partners, the OSUN Secretariat at CEU, and CEU academic units and staff on the design, planning and implementation of the programs of the OSUN ExEd Hub and building structures and processes for its sustainable long-term operations and expansion.

Duties and responsibilities

  • Oversee initial design and planning of ExEd Hub programs. This includes support for the delivery of existing professional CEU degrees and activities, and the reorganisation of some existing degree programs into professional ones.
  • Manage ExEd Hub operations and program implementation.
  • Provide support for and manage all CEU executive and professional education programs and activities; proactively engage with and support relevant capacity and resources of various CEU units.
  • Develop familiarity and proactive relations with OSUN programs and projects; have good understanding of OSUN partners’ resources, capacities and needs in the field of executive education and professional development; ensure alignment and coordination between ExEd Hub and other related OSUN programming.
  • Provide administrative support to the relevant academic units in developing a structure of credits, credentials and degree requirements, and policies and procedures for recruiting, selection and admission of students to the ExEd Hub programs.
  • Design and manage the comprehensive sales strategy for the programs in the ExEd Hub, with a particular focus on digital marketing and social media presence. The Senior Manager will be able to independently design program announcements, manage complex digital marketing/social media campaigns, and, together with his/her team, provide effective professional support in digital/social media marketing to all other relevant units at CEU engaged in professional and executive education.
  • Support the design and management of online program delivery tools, manage expert and technical input for effective and efficient online training program implementation.
  • Develop a costing and fees model for the ExEd Hub programs and structure, policies and procedures for scholarships and financial aid for identified target audiences.
  • Provide regular reports on ExEd Hub development and implementation progress for OSUN and CEU leadership.
  • Work with CEU and OSUN fundraising and development teams on identifying sources of external funding, revenue from program delivery; develop grant applications.
  • Actively liaise with partners and colleagues involved in the program delivery on their needs and feedback on the progress of program implementation, design channels and tools for student feedback and evaluation, develop collegial partnerships, and promote ExEd Hub’s capacity, development and expansion.
  • Manage the set-up and maintenance of ExEd Hub’s website and other communication and media tools.
  • Supervise ExEd Hub staff and identify staffing needs beyond the period of initial implementation.

Profile

  • College/university degree in social sciences, humanities, economics or management; postgraduate degree an advantage
  • Experience in management of professional and executive education, including sales.
  • Proven entrepreneurial orientation and access to networks in the field of higher education, executive and professional education and online education
  • Minimum five years of experience in development and management of education programs, training design, or education project development in higher education settings; fluency with online training design and management is a strong advantage
  • Deep familiarity with digital and social media marketing, including experience with running sponsored social media content
  • Near-native fluency in English, strong communication skills, oral and written
  • Full computer literacy, confident use of Office programs, databases and web editing software. Familiarity with graphical design software (Adobe package) is a plus;
  • Ability to work independently as well as a part of a geographically scattered team
  • Precision, attention to detail, priority-setting, multi-tasking
  • Excellent time management and self-discipline, ability to work under pressure with tight deadlines
