Job Description Summary

The Senior Director provides overall vision and leadership for the development and implementation of innovative school-wide information technology (IT) programs that support the School’s mission, core values, and strategic goals. Lead Office of Information Technology Services (ITS) in advancing learning, research, and clinical missions, and serve as an innovation partner.

Job Description

The Senior Director works collaboratively with faculty, staff, administrators, and students in setting the priorities for school’s academic and administrative goals that promote the academic success, excellent service to students, and efficient administrative functions. Develop and implement IT governance and innovative IT strategies, judiciously manage multiple IT budgets, and continue to develop a successful team into school business partners. Provide senior leadership for the development, coordination, and use of technology to assure ongoing operations and facilitate innovation. In collaboration with academic units and external partners, identify and implement technology strategies to support pedagogical online learning/teaching innovations and growth in online course enrollments. Ensuring IT system operations and services are secure, and in compliance with applicable laws and regulations. Partnering with school leadership to support information management and the enabling of practices to improve the management of student, research and business data. Research and advise on strategic investments, and integrate technologies that best support advancements in learning, research and practice. Positioning the ITS department with the structures and competencies to support strategic IT directions and technological shifts. Develop and lead a committed team in providing consistent, relevant, quality services (Includes both recruitment and retention of staff). Keep the team agile as needs evolve, while providing stability in core systems and services, such as: network, server, desktop, virtual and mobile environments; data services; privacy & security (in particular, HIPAA compliance); web and social media integration; and learning technologies, including course management, hybrid learning, and video conferencing. Cultivate strategic partnerships with School leaders, within Penn, as well as with peer schools, vendors, healthcare institutions, and funding agencies, to leverage knowledge and investments, and maximize partnership opportunities. Continue advancing the goals of the University and School strategic plans by aligning the IT strategic plan, including: supporting device-independence and mobility, managing data as an enterprise resource, supporting connected learning and global initiatives, and building and managing an effective hybrid environment that best utilizes local, central and cloud-based services. The Senior Director also oversees the Office of Facilities Management and Operational Services leading a team in the planning and analysis of long and short term facilities projects, daily building operations and safety and security oversight.

Qualifications

A Bachelor’s degree and a minimum of six years of experience, or equivalent combination of education and experience, are required; an advanced degree preferred. Strongly preferred is at least ten years in information technology leadership roles preferably in higher education, to encompass strategic planning, governance, organizational design, multi-project planning, budget & management, multi-vendor relations, risk management, and process transformation. In-depth knowledge of academic, research and central information technology needs in a complex higher education. Proven ability in recruiting, leading, mentoring and developing IT staff. Experience leading progressively complex and large-scale projects with a strong foundation in multiple technology systems and solutions. Experience in strategic planning, business development and client relationship management. Strong service delivery orientation.  Demonstrated problem solving and decision-making, planning & organizing, alliance building, and executive-level leadership skills. Excellent interpersonal, listening, verbal and written communication, and presentation skills. Background in a higher education and/or health care environment preferred, as well as experience with HIPAA security and privacy compliance.  Ability to understand and process nursing science terminology and healthcare data a plus.

Work Location Information: In normal conditions, this position may occasionally (16-24 hrs/wk or 2-3 days/wk) work remotely.  This position is considered essential for delivering the mission of the School and maybe required to work on campus in critical situations.
