Campus Safety consists of the Campus Police, Environmental Health & Safety, Parking Services and Fire and Security Systems departments.   The Campus Police Services provides a presence on campus through the use of uniformed mobile, foot and bicycle patrols.  The Environmental Health & Safety department provides a broad range of health and safety services to ensure a responsible, safe and healthy work, research and study environment for the UTSC community.  

Your Opportunity:

Reporting to the Chief Administrative Officer (CAO), the Director Campus Safety, provides leadership and oversight for the prevention, response, and business continuity related to issue and emergency management at the University of Toronto Scarborough. The Director is specifically responsible for campus safety and security, campus emergency preparedness, campus safety programs and policies, transit relations and advocacy, parking facilities and services, as well as campus occupational health and safety.  The Director has oversight for Campus Safety, operational responsibility for operational Crisis and Emergency Management which includes the departments of Police Services, Physical Security & Parking services, and Occupational Health and Safety.

The Director ensures campus compliance with current laws and regulations as they pertain to campus community safety. The role is responsible for coordinating as well as leading the development and implementation of campus wide issue and emergency management. The Director co-leads the campus Emergency Response team along with the CAO, providing advice to through the CAO to the Vice-President and Principal, and guidance to the University of Toronto Scarborough community regarding the prevention, management, and response to critical and criminal incidences on campus.

The Director is responsible for ensuring campus operational emergency preparedness in co-operation with both internal and external stakeholders, emergency services, as well as both public and private sector partners. The Director is proactive in the assessment of campus policies and practices related to environmental health and safety, security, crime prevention, and disruptive behaviour.  The Director recommends changes to policy and practice, while educating and promoting best practices to academic leaders, senior administration, students, faculty and staff.  As co-chair of the campus Emergency Response Team, provides expertise, gathers and analyses information, makes recommendations on appropriate actions and communications during the management of a crisis or emergency.

The Director is also responsible for supporting student crisis related activities through activities including participation on the student welfare committee, supporting the Dean with student code activities, liaising with student groups for risk assessment and planning activities and promotional and educational programming for the UTSC student community.

Qualifications:

EDUCATION: University degree in a related field (e.g. psychology, public health, criminology, etc) or equivalent combination of education and experience. Strong preference for a graduate degree and/or Emergency Management Certificate.  

EXPERIENCE:  Minimum ten years related experience in a university or public sector setting with extensive experience in emergency management in the areas of mitigation, preparedness, response and recovery.  Strong familiarity, understanding and experience in dealing with individuals with mental health issues and illnesses.  Strong knowledge of current issues and best practices in police standards and practices.  Highly developed interpersonal skills, with the ability to communicate both orally and in writing at all levels of an organization, including, preparing reports and delivering presentations to a variety of stakeholders.  Familiarity with Ontario and Canadian statutes, including the: Emergency Management and Civil Protection Act; and the Occupational Health and Safety Act. SKILLS: Highly developed analytical and problem-solving skills, including the ability to assess situations from several perspectives and recognize the impact and/or repercussions of decisions. Demonstrated ability to operate as a fully accountable department leader and as a member of a collaborative management team.  Effective decision-making skills with a track record demonstrating innovation and results oriented leadership, fiscal accountability, customer service orientation.  Proven ability to promote and foster effective teamwork through collaboration and consultation. Demonstrated ability to lead change within a complex organization, and ability to manage diverse stakeholder needs and interests and build effective relationships. Proficiency with Word, PowerPoint, and email software 

OTHER: Ability to synthesise complex information and draw suitable conclusions. Flexible lateral thinker. Capable of managing conflicting priorities and demands from multiple individuals, frequently in emotionally charged situations.
