Job Description Summary

Reporting to the Director of Strategic Sourcing & Sustainability, the Associate Director, IT Sourcing & Contracting (AD) is responsible for overseeing the IT Sourcing & Contracting procurement category. The position currently includes one direct report, and together the team manages contracting, project sourcing, customer support, supplier management, program management, spend analytics, and business case development/presentation. As part of this responsibility, the AD is accountable for driving measurable impact in the areas of cost containment, economic inclusion (diversity and local purchasing), and sustainability. The AD is responsible for working closely with University stakeholders to implement and manage strategic supplier solutions and relationships that leverage Penn's purchasing volume while mitigating risk to the University. The AD will work collaboratively within Purchasing Services, including other sourcing directors and managers, as well as the eBusiness/Procure-to-Pay team to help drive advancement of various procurement efforts. Critical to the effectiveness of the AD will be his or her ability to understand and support wide-ranging customer procurement needs, educate customers on key IT procurement issues and opportunities, and serve as a University authority in IT procurement.

Job Description

DUTIES:
The AD is accountable for driving measurable impact in the areas of cost containment, economic inclusion (diversity and local purchasing), and sustainability. The AD is responsible for working closely with University stakeholders to implement and manage strategic supplier solutions and relationships that leverage Penn's purchasing volume while mitigating risk to the University. The AD will work collaboratively within Purchasing Services, including other sourcing directors and managers, as well as the eBusiness/Procure-to-Pay team to help drive advancement of various procurement efforts and initiatives including spend analytics, business intelligence, and improved contract life cycle management. The AD will promote a positive work environment, spirit of cooperation, and a customer-centric approach to procurement. The AD will be held to the highest standards of stewardship ensuring compliance with all related financial policies and procedures. As part of that responsibility, the AD will report all known or suspected non-compliance or irregularities to the Executive Director of Purchasing Services and/or the Vice President of Business Services. Critical to the effectiveness of the AD will be his or her ability to understand customer needs, educate customers on key IT procurement issues and opportunities, support wide-ranging customer procurement needs, and serve as a University authority in technology procurement.

QUALIFICATIONS: 
A Bachelor's Degree is required and at least 5 years to 7 years of progressive technology procurement/supply chain management experience, or an equivalent combination of education and experience. Graduate qualifications in business or a related field desirable. Demonstrated procurement experience in the Information Technology category, with extensive software contracting experience are critical. Experience in additional procurement categories including life sciences, printing, professional/support services, and facilities desirable. Advanced proficiency with procurement systems including ERP systems, eProcurement systems, and online bidding tools. Proven track record of managing enterprise-wide cost containment and revenue generation projects that produce measurable return-on-investment. Demonstrated ability to work collaboratively with a diverse group of stakeholders to execute complex technology sourcing strategies. Supervisory experience preferred. Familiarity with the higher education sector highly regarded. Knowledge of, and passion for, sustainability including economic inclusion (diversity and local purchasing) critical.
