Stanford University, a global leader in higher education, seeks an experienced professional to serve as the University’s Associate Vice Provost for Research Policy and Integrity within the Office of the Vice Provost and Dean of Research. Stanford University has a sponsored research project budget of over $1.6 billion, including the SLAC National Accelerator Laboratory (SLAC), and manages more than 6,000 externally sponsored research projects. As one of the leading research universities in the world, Stanford plays a vital role in shaping research policy at the national level and takes seriously its role in helping to ensure public trust in universities and their research endeavors. It must also establish its own relevant policies and standards and act with the utmost of integrity within an environment committed to academic freedom and openness. Among the critical issues to be addressed include the role of data and how it is managed and protected, undue foreign influence in research, conflict of interest, and privacy.

The Associate Vice Provost for Research Policy and Integrity will report directly to the Vice Provost and Dean of Research (VPDoR).

Principal Responsibilities
Ensure that the Stanford community achieves the highest standards of research integrity, including compliance with regulations and University policies related to:

  • export controls,
  • foreign engagements in research,
  • conflict of commitment and interest,
  • responsible conduct of research,
  • human and animal subjects in research,
  • sponsored projects, and,
  • the sharing, retention, confidentiality, and security of research data.
  • Lead the development and maintenance of Stanford’s policies and procedures regarding compliance and research integrity.
  • Strategize with the Vice Provost and Dean of Research, the Special Assistant to the President, and the Government Relations staff regarding compliance with policies and requirements of the federal government, state governments, and foundations.
  • Design and develop an effective program to ensure that researchers and research administrators comply with the policies of the university, the policies of our research sponsors, and the relevant regulations of state and federal governments.
  • Assess the university’s needs related to research compliance.
  • Identify research compliance risks, alert university administration to those risks, and recommend strategies to minimize them.
  • Coordinate institution-wide initiatives to prevent, detect, and respond appropriately to research compliance risks.
  • Advise the members of the Faculty Senate Committee on Research (C-Res) and seek their guidance on matters related to their charge.
  • Recommend tools and approaches necessary to promote and encourage research compliance.
  • Coordinate and oversee training and education related to compliance and responsible conduct of research for investigators and staff members.
  • Collaborate with administrators and research compliance staff in the departments, the independent research units, SLAC, and the seven Schools (Medicine, Engineering, Earth, Law, Business, Education, and Humanities and Sciences) to implement the research compliance program, to clarify roles and responsibilities, and to monitor research compliance.
  • Develop assessment processes to assure that researchers and research administrators are complying with all relevant laws and regulations regarding export control, human and animal subjects, and other issues.
  • Develop, implement, and monitor a communication and training strategy regarding research compliance issues.
  • Monitor changes in the regulatory compliance landscape, analyze the impacts of those changes, and communicate those impacts to university administrators.
  • Oversee the development of automated systems to track changes in relevant laws and regulations, inform the Stanford research community about the impact of those changes, and monitor compliance.
  • Lead working groups and committees to address escalated research compliance issues.
  • Lead or oversee investigations of non-compliance or research integrity, collaborating with the Research Compliance Office, the Office of Risk Management, Audit Services, the Office of the General Counsel, or other offices when appropriate.
  • Coordinate or assist with inquiries and investigations relating to allegations of scientific misconduct.
  • Collaboratively supervise professional staff who are subject matter experts, as well as administrative and support staff.
  • Deliver presentations at local and regional meetings on compliance, the mitigation of compliance risk, and related topics.
  • Represent Stanford in discussions and negotiations with government agencies.

Fulfill these responsibilities in collaboration with other administrative units, such as

  • the Research Compliance Office,
  • the Office of Technology Licensing, including the Industrial Contracts Office,
  • the Office of Research Administration,
  • the Research Management Group,
  • the Office of Risk Management, and
  • the Office of the General Counsel.

Required Qualifications

  • A model record of integrity.
  • An advanced degree in law, science, engineering, medicine, finance, business, or public policy.
  • At least 10 years of experience in a complex research and/or regulatory environment.
  • Experience in research compliance, administration, and program development and implementation.
  • Knowledge of federal regulations.
  • Ability to interpret and explain federal regulations to a broad range of audiences within the University.
  • Excellent interpersonal skills, communication skills, and conflict management skills.
  • Ability to work with faculty.
  • Proven ability to motivate, engage, and develop the team.
  • Strong organizational, analytical, and project management skills.
  • Ability to develop educational programs for faculty and staff.
  • Demonstrated experience at building consensus among diverse constituencies.
  • Demonstrated ability to deal effectively and confidentially with difficult situations and with individuals who serve in a broad range of positions within the academic environment.

Preferred Qualifications

  • Expertise in export compliance, foreign engagement, conflict of interest, research data governance, and/or industrial research contracts.
