The Position

HKU is seeking to appoint a Chief Information Officer & University Librarian (CIO & Librarian) to provide forward-thinking and dynamic leadership in developing and executing the University’s strategies on information technology, services and resources in support of the University’s missions of excellence in research, teaching and learning, technology transfer and knowledge exchange, as well as service and administration.  Overseeing technology infrastructure, academic and instructional technology, library services as well as administrative enterprise systems, other digital service systems and user support, the CIO & Librarian will move forward an integrated, collaborative vision for the University’s digital and information strategies, identify and deliver technology innovation and digital transformation, coordinate investment in IT and library/information resources, enable effective change management, and steer innovation over the long term.  He/She will also oversee the development and provision of data centre and high-performance computing.

Reporting to the Executive Vice-President (Administration and Finance) and the Senate’s Library Committee chaired by the Provost and Deputy Vice-Chancellor, and supported by senior deputies in the respective areas, the CIO & Librarian will lead two of the largest service units in the University: Information Technology Services (ITS) and University Libraries system which includes a Main Library and dentistry, education, law, music, medicine and oriental studies branch libraries.  The successful candidate will maximize synergy of services between the two units to provide exceptional and client-focused IT and Library experience for students, faculty and staff.

The position is accorded the status of University Officer. 

Candidate Profile

Applicants should possess a University degree, preferably an advanced degree, plus a proven, successful track record of strategic leadership gained in complex organizations.   The successful candidate should have a clear vision of digital enterprise development and will bring a deep understanding of the transformative possibilities that information and technology brings to an educational institution in the 21st century as well as deep respect for the traditional roles of the library and academic computing.  He/She will be able to work collaboratively with diverse leaders, communicate visions and strategies across all levels, and build consensus around key initiatives and projects based on a solid understanding of academic and administrative requirements.   A track record of large-scale change and project management is important.  Proven effectiveness in managing and optimizing resources, business acumen, team-building skills and a customer-service orientation are essential.

The appointment will be for a five-year term, subject to renewal.
