Position Overview

The Remuneration Services Officer provides a range of remuneration services including payroll processing; superannuation queries; ensuring EFT correct payments; variations to pay; other associated employee conditions; awards and benefits; and manual calculations.

Division of Services and Resources

The Division of Services and Resources comprises a number of Directorates and Offices, including

Financial and Business Services; Estate; Human Resources; Planning, Performance and Analytics; Technology Solutions; and the Health, Safety and Environment Unit, whose activities foster and promote innovation and best practice in the delivery of its services and provide the frameworks and support to assist the Academy and Service Divisions achieve their goals and objectives.

The Division is responsible for overall strategy in relation to: planning, performance and budgeting framework; strategic procurement; financial and human resources; technology solutions services; business intelligence and statistical reporting; strategic commercial activities, including in relation to the Controlled Entities, the Discovery Rise project and Retail outlets; quality enhancement and policy framework; capital infrastructure planning and maintenance and delivery of capital projects for technology solutions and the Estate; health and safety management and compliance; provision of campus services including cleaning, grounds maintenance, security and student accommodation.

The Division has a strong customer service ethic and continuous improvement culture. We are receptive to new ideas and ways in which we can enhance our delivery of services for the University.

Human Resources Directorate

The Human Resources Directorate designs and delivers people management initiatives and practices which assist managers and staff to contribute effectively to the Strategic Intent of the University.  The Directorate contributes to the development of an organisation that promotes and embraces diversity, innovation, flexibility and high performance. The Human Resources

Directorate is responsible for all aspects of employment related matters including attracting high calibre employees, developing organisational and people capabilities that are aligned with University needs, and retaining talent. Functions include HR Services, Policy Development,

Recruitment, Equity, Organisational Development and Learning, Industrial Relations,

Remuneration and Superannuation services and management of the Human Resource Information System (including the provision of information/KPIs).

Principal Accountabilities

  1. Process, disburse and review fortnightly payroll processing for all JCU employees, including ensuring correct EFT payments are made and accuracy, integrity and timeliness is maintained.
  2. Process variations to employees’ pay, manual pay calculations and other associated employee conditions and benefits.
  3. Review payroll documentation for accuracy through audit reports and make any necessary adjustments, obtaining necessary approvals as required.
  4. Prepare and compile Employee Payment Summaries at year end including reconciliation, addition of FBT amounts and distribution to all JCU employees.
  5. Understand and interpret industrial instruments as they relate to remuneration and benefits including the JCU Enterprise Agreement and maintain awareness of internal and external changes impacting the University in respect to payroll.
  6. Assist in the team continuous improvement of the function with testing, maintenance and implementation of updated or new HR systems or processes as they relate remuneration services.
  7. Respond to general remuneration services and payroll queries as they relate to process and policy ensuring personal financial, taxation and superannuation questions are referred to relevant external qualified experts.
  8. Actively assist to identify process improvements to enhance customer service.

Generic Accountabilities

There are generic responsibilities that apply to all James Cook University staff.

  1. The Remuneration Services Officer is required to observe the lawful and reasonable directions, policies and decisions of the University Council, understand and comply with the Enterprise Agreement, the Statutes and Rules of the University, the policies and decisions of the University Council and other appropriate University authorities, as in force from time to time.
  2. The Remuneration Services Officer is required to demonstrate a personal commitment to ensure personal safety and the safety of others and contribute to the continuous improvement of our WHS performance. This includes the effective implementation and compliance with James Cook University WHS policies, procedures and safe systems of work, together with all relevant legislation, duties and obligations. Contribute to the continuous improvement of our WHS performance.
  3. The Remuneration Services Officer is required to exercise proper discretion in all matters affecting the well-being of the University which involve public writing or speaking in accordance with the University’s Code of Conduct.

Selection Criteria

Selection and appointments will be assessed against selection criteria.

Essential

  1. Degree qualification in Business, Finance, Human Resource Management or a professional payroll qualification without subsequent relevant experience or a Diploma qualification with at least 2 years subsequent relevant experience in payroll or an equivalent combination of experience and/or education and/or training.
  2. Sound and current knowledge of and experience with large corporate payroll and finance systems, and processing, remuneration, superannuation and payroll taxation rules.
  3. Demonstrated numeracy, analytical and computer literacy skills applied in a payroll/salary environment.
  4. Demonstrated high level organisational and time management skills and the ability to work within and meet strict processing deadlines with strong attention to detail.
  5. Demonstrated effective written and oral communication skills, with the ability to communicate payroll ideas clearly to a range of stakeholders at all levels.
  6. Demonstrated excellent customer service skills, utilising problem solving skills to provide information on HR procedures and policy showing respect, initiative and integrity. 

Desirable

  1. Experience in Ascender payroll system.
