Position Overview

The Director, Divisional Operations is accountable for the strategic leadership, management and oversight of the operations of Division of Tropical Health and Medicine, including oversight of the Laboratories and Technical support program and high level liaison with relevant shared services providers, ensuring optimum utilisation of the Division’s human, financial and physical resources and alignment with the JCU Global Strategy, the strategic priorities of the Division and the University Plan.

The Director, Divisional Operations as a member of the Divisional Executive Team, will play an integral role in the strategic leadership, vision and overall performance of the Division, coordinating and leveraging expertise across the Division and Colleges, capitalizing on opportunities for growth and building and maintaining strategic partnerships with internal and external stakeholders to advance the aims of the University, Division and Colleges.

The Director provides strong, effective, leadership, management, mentoring and professional development, to the staff within their own team and more broadly to the Division, optimising use of available resources and establishing a healthy and safe culture of teamwork, transparency and openness, and maintaining strong communication channels at all times.

Principal Accountabilities

  • Provide leadership and strategic direction and management of divisional operations and professional and laboratory and technical services provided, through oversight of significant human, financial and physical resources including risk, WHS, to ensure the achievement of organisational objectives.
  • Provide leadership and strategic management and advice to the Manager, College Operations ensuring cohesiveness, consistency and greater synergy of administrative and shared services support within the Colleges to facilitate pursuit of College strategic objectives.
  • As a part of the Divisional Executive Team, identify and capitalise on opportunities for operational efficiencies at all levels to deliver organisational resilience.
  • Provide leadership, strategic advice and coordination of the Laboratories and Technical Support Team, ensuring oversight of the development of a program that provides consistent, streamlined support for undergraduate and postgraduate teaching, enabling of research and implementation of WHS procedures and processes and efficient distribution of resources.
  • Develop and maintain strategic partnerships and collaborative working relationships with a broad range of stakeholders internally and externally, including University Executive and senior management, funding bodies, industry, government and community organisations, hosted organisations and controlled entities, including where necessary involvement with company boards.
  • Provide strategic leadership to JCU shared service providers, particularly Finance, Information and Communications Technology, Human Resources, Health, Safety and Environment and Estate and manage divisional expectations and needs, ensuring key divisional objectives are facilitated and met.
  • Provide leadership and strategic advice within the Division and across the University as required in relation to budgets, resource and business modelling for the Division.
  • Ensure business risks are identified and managed through effective risk management strategies and operations in accordance with the University risk management frameworks.
  • Provide effective leadership, management and mentoring of the divisional administrative teams, including performance reviews, to establish a culture of teamwork, transparency and openness, maintaining strong communication channels at all times.
  • Actively develop and implement strategies and processes that meet the University’s objective to be administratively light, designed to reduce the administrative burden which impacts on academic staff.
  • Utilise technical knowledge, interpersonal skills and creativity and operate with considerable autonomy, exercising a high level of responsibility to make decisions and resolve a diversity
  • Lead, promote and facilitate the integration of strategies and initiatives that support the University's commitment to the principles of reconciliation, which exemplify respect for Aboriginal and Torres Strait Islander heritage and the valuing of justice and equity for all Australians.
  • Demonstrate a commitment to the University values.
  • Lead and promote a culture that ensures that WH&S legislation is enforced across all areas of the Division and that staff have an understanding of their responsibilities in this area.
  • Lead, support and promote the inclusion of sustainability initiatives in all aspects of operations, support the principles of the TropEco program and engage in commitment to JCU sustainability goals and objectives.

Generic Accountabilities

  • • The Director is required to observe the lawful and reasonable directions, policies and decisions of the University Council, understand and comply with the Enterprise Agreement, the Statutes and Rules of the University, the policies and decisions of the University Council and other appropriate University authorities, as in force from time to time.
  • The Director is required to demonstrate a personal commitment to ensure personal safety and the safety of others and contribute to the continuous improvement of our WHS performance. This includes the effective implementation and compliance with James Cook University WHS policies, procedures and safe systems of work, together with all relevant legislation, duties and obligations. Contribute to the continuous improvement of our WHS performance.
  • The Director is required to exercise proper discretion in all matters affecting the well-being of the University which involve public writing or speaking in accordance with the University's Code of Conduct.

Selection Criteria

Selection and appointments will be assessed against selection criteria.

  • Postgraduate qualification and extensive relevant higher education experience with proven expertise and leadership in the management of significant human, financial and physical resources, including proven experience managing a substantial budget.
  •  Demonstrated experience in business and strategic planning and ability to implement institution wide strategic and operational objectives, with a good reputation for innovation and effective leadership.
  • Proven entrepreneurial skills and ability to shape and lead strategic thinking, including an ability to inspire a sense of purpose and direction within the Division and more broadly across the University.
  • Demonstrated superior leadership and management skills and proven experience in leading and managing a diverse team, including the ability to manage organisational, cultural and systemic change.
  • Advanced oral and written communication skills, particularly the ability to articulate concepts and present complex analysis with clarity and professionalism.
  • Strong customer focus with demonstrated facilitation, interpersonal and networking skills, and the ability to establish and maintain effective, collaborative and productive partnerships and to negotiate effectively with a diverse clientele both internal and external to a large organisation.
