University Administration (UA) supports the teaching, research, and clinical mission of the University and its divisions by providing common administrative infrastructure and services; identifying and addressing shared challenges; and facilitating collaboration across the University and Johns Hopkins Health System. UA has an annual operating budget of more than $300 million from all funds and includes approximately 25 offices and departments and more than 1,400 full-time employees.

General Position Description:

The Sr. Director of UA Finance & Administration will coordinate with the Vice President for Planning and Budget to significantly strengthen the quality of financial planning and analysis required to inform University leadership’s decision-making regarding allocation of scarce capital and operating resources in support of University Administration priorities. The Sr. Director of UA Finance & Administration, working with the Vice President for Planning and Budget, has the unique opportunity to promote a central planning function that provides a strategic view to the fiscal management of University Administration and its various departments and functions.

Reporting to the Vice President for Planning and Budget with a secondary report to the University Controller, the Sr. Director of UA Finance & Administration is a key member of the senior finance administration responsible for providing overall leadership and direction for operating and capital budgets, financial reporting and accounting, and business process operations for UA and its departments. S/he will work closely with the Director of UA Financial Management & Operations, UA department heads and financial/budget managers, the University Budget Office and the Controller’s General Accounting staff to oversee the preparation of monthly and quarterly financial statements and budget variance reports and the annual fiscal year close for University Administration.

The Sr. Director of UA Finance & Administration will coordinate with the Vice President for Planning and Budget and the University Controller to significantly enhance financial planning, analysis and reporting for University Administration and to improve business processes with a strong focus on simplification, transparency, and efficiency.  S/he will aid the Senior Vice President for Finance and Administration and the Vice President for Planning and Budget in developing and implementing various financial and administrative strategies to improve the operations of UA departments and functions. S/he will work collaboratively with the Senior Vice President for Finance & Administration, Provost and Vice Provosts, University Controller, Deputy Treasurer, other UA department heads, deans, and divisional business officers.

S/he will manage the operations of the UA Business Office, which includes a staff of six employees. The budget/financial managers within key UA departments including Human Resources, Development & Alumni Relations, Information Technology, Facilities & Real Estate, Security, and Communications will have a secondary reporting relationship to the Sr. Director of UA Finance & Administration.

The Office of the VP for Planning and Budget works collaboratively across the University to support financial planning and high-level strategic planning issues and initiatives and includes the University Administration Business Office (this position), as well as the University Budget Office (manages the development, monitoring and analysis of the University’s operating and capital budgets and five-year plans), a Strategic Initiatives team (provides analytic capacity and project management services on issues and initiatives of interest to University leadership), and an Economic Inclusion team (oversees HopkinsLocal, BLocal, and 10KSB inclusion programs and works with University leadership to further progress on a range of economic inclusion priorities and goals).

Primary Duties and Responsibilities:

  • Oversee budgets and financial reporting for UA. This includes oversight and strategic management of the preparation of the monthly financial statements for UA, the annual operating and capital budget and five-year plan for UA, quarterly projections, and annual fiscal year close for UA. Includes general fund operating resources as well as discretionary fund activity, endowment funds, service center funds, and capital funding.
  • Develop strategic financial forecasts for UA that realistically reflect the risks and opportunities. Develop reporting systems that support sound organizational and operating policies and collaborate with existing JHU resources to implement all system enhancements.
  • Evaluate and enhance UA resource, cost allocation, and human resources practices to achieve improved equity, efficiency, transparency, and continuous improvement as well as to fund strategic goals and priorities.
  • Develop and implement analytical tools to measure and improve the efficiency and effectiveness of key operational functions.
  • Frame key questions and develop recommendations to help inform decision-making among senior leaders across the University, including the President, Provost, Senior VP for Finance & Administration, VP for Planning and Budget, Deans and the Board of Trustees.
  • Provide leadership and management to UA departmental financial and business administrators ensuring adherence to all applicable policies, practices and procedures, and consistency across all UA units and organizations. Create and maintain a sound financial environment, which includes good business practices.  Work closely with unit administrators who process and record financial transactions to ensure timely and accurate financial information, to monitor accounts and resolve problems, to ensure compliance, and to safeguard resources and reduce risks.
  • Ensure that University Administration is a proactive campus leader in its implementation of new and innovative financial analyses and administrative strategies to maximize all resources.
  • Evaluate and make recommendations for operational efficiencies across areas and leverage solutions around system management and technology.
  • Forge strong partnerships with staff in central administration and the academic divisions, working together to solve problems and communicate key issues to leadership.
  • Provide analytic capacity in support of strategic initiatives and business and academic program opportunities, in collaboration with senior leadership at the divisional or University level.
  • Develop effective and clear presentations and communications to senior leaders.
  • Carry out ad hoc reporting and analysis in support of University-wide financial policy issues.
  • Coordinate with Human Resources to update the annual divisional HR guidelines, monitoring compliance with the guidelines and developing annual personnel budgets, including recommending the annual merit increase pool for UA departments to senior leadership for approval, in conjunction with the VP for Planning and Budget.
  • Administer academic discretionary funds and other interdivisional, interdisciplinary funding pools, including oversight for forecasting and tracking sources and uses and future year commitments and regular reporting to senior leadership and to donors, where applicable, on the status of funds.
  • Develop and negotiate terms and allocation methods in cost-sharing agreements with Johns Hopkins Health System related to shared service centers and other inter-entity allocations related to central administrative functions such as development, transportation, real estate, internal audits, and information technology.
  • Serve on special advisory committees related to strategic projects and priorities, at the request of JHU leadership.
  • Oversee the process for review and approval of deans and executive travel and expenses for compliance with the University travel policy. This includes the review of executive expenses for appropriate tax treatment, in cooperation with the Tax Office.
  • Serves as process owner for UA divisional internal audit reviews and recommendations.
  • Oversee the operations of the UA business office.

Qualifications:

  • Bachelor’s degree required. Master’s degree in Finance, Accounting, Business Management, Administration or a related field is strongly preferred.
  • The successful candidate will have at least ten years progressively responsible financial and business operations experience, preferably in a large, complex and decentralized organization.
