The Program Officer will provide technical, programmatic, and administrative assistance to an upcoming USAID-funded initiative and will report to the program’s Chief of Party and Monitoring, Evaluation, and Learning Director.  The Program Officer will serve as the program’s consistent link between the Leadership and Analytical Core of the program and other locations (domestically and internationally) and provides day-to-day problem solving, technical input, writing and editing, and procurement processing required by the program.

Specific Duties & Responsibilities:

Essential Duties and Responsibilities include the following,  other duties may be assigned:
Technical Work:

  • Spearhead technical work, including strategies, toolkits, communication materials, scripts, job aides, manuals, ethnography guides, implementation protocols, surveys, and effectiveness assessments. 
  • Develop program materials including but not limited to implementation protocols, ethnography guides, surveys for the situation analysis and effectiveness assessment, and training materials for all aspects of data collection.
  • Work closely with the program leads to transition expertise from the Leadership and Analytical Core of the program to the implementation teams located in India.
  • Contribute to data and financial reports as needed for internal and external review.
  • Gather, summarize, and synthesize relevant background information to inform the above technical work.
  • Use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible.
  • Stay abreast of technical updates in relevant fields.
  • Work closely with and support other project staff

Program Management Functions:

  • Manage project operations independently under the oversite of the project leads.  The successful candidate will be highly motivated and able to work independently on a range of tasks.
  • Format, edit, and produce documents and presentations as needed.
  • Contribute to work plans, reports, and budgets.
  • Act as liaison for consultant activities, ensuring statement of work, contract, and deliverables are in place.
  • Work with programmatic and financial team to initiate, track, and monitor procurements, contracts, sub agreements, work plans, and other administrative and programmatic documents.
  • Liaise with internal and external partners as needed by the team leaders.
  • Schedule and present at team meetings with international collaborators.
  • Work with the funding agency to ensure compliance and timeliness with data and financial reporting requirements.
  • Manage group work with support, including task coordination and management.
  • Use productivity software to track overall team task progression.
  • Regularly communicate with project leads to flag any potential challenges or barriers to programmatic progress.  Contribute suggestions for resolutions.
  • Attend and participate in regularly scheduled staff meetings, conference calls, and trainings
  • Proactively seek opportunities to expand expertise and management skills.
  • Guide and direct a request for funding proposals for specific program activities to be performed in India.

Special Knowledge, Skills, or Abilities / Competencies: 

  • Professional interaction with intra- and inter-agency personnel is a regular component of this position and the ability to work well as a member of a implementation team with a high degree of self-motivation.
  • Ability to create guidelines and protocols with guidance from team leads.
  • Attention to detail and ability to enter and review data and text accurately and thoroughly.
  • Must be able to make decisions and act independently while keeping program team informed.
  • Excellent writing and interpersonal communication skills, particularly for communicating with a wide variety of individuals from study participants to administrative personnel, clinicians, and funding agency staff.

Qualfications:

Master’s Degree in public health or related field  and thee years related experience required.  Experience writing procedures, manuals, or training tools is required.  Additional relevant experience and/or training may substitute for some education.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
