Position Overview

The Supervisor, Mechanical and Air Conditioning, is responsible for the effective, efficient and sustainable operation of James Cook University’s mechanical and technical systems, so as to ensure the continuation of the University’s teaching, learning and research operations. This includes; Heating Ventilation and Air Conditioning (HVAC), Central District Cooling (CDC) Building Management (BMS), Energy Management (EMS) and other mechanically driven systems located on the Townsville Campus, off campus and remote JCU sites.

The incumbent ensures the optimal performance of JCU’s mechanical and technical systems across their various lifecycle phases including; planning and acquisition; commissioning and operational; maintenance; renewal and replacement whilst ensuring compliance with legal requirements are met.

Responsible for managing and developing successful relationships with stakeholders, customers and contractors; including the supervision of staff; the incumbent will develop and implement innovative solutions for mechanical and technical systems to ensure they contribute to the optimal operation of building and infrastructure assets for the University.

Division of Services and Resources

The Division of Services and Resources comprises a number of Directorates and Offices whose activities foster and promote innovation and best practice in the delivery of its services and provide the frameworks and support to assist the Academy and Service Divisions achieve their goals and objectives.

The Division is responsible for overall strategy in relation to: planning, performance and budgeting framework; strategic procurement; financial and human resources; ICT services; business intelligence and statistical reporting; strategic commercial activities, including in relation to the Discovery Rise project and Retail outlets; quality enhancement and policy framework; capital infrastructure planning and maintenance and delivery of capital projects for ICT and the Estate; health and safety management and compliance; provision of campus services including cleaning, grounds maintenance, security and student accommodation.

The Division has a strong customer service ethic and continuous improvement culture. We are receptive to new ideas and ways in which we can enhance our delivery of services for the University.

Estate Directorate

The Estate Directorate delivers a comprehensive estate management service in support of the University’s teaching, learning, research and engagement goals. The Directorate achieves this through the provision of master planning, space optimisation and timetabling, development and construction, campus services, asset services, infrastructure services, energy management and sustainability. The continuous improvement in the delivery of these services is essential for the provision of an engaging and safe environment for the University community to live, study, work and play.

Principal Accountabilities

  1. Manage preventative, planned and corrective maintenance on stand-alone and complex mechanical and technical systems that service the University's built assets and service infrastructure to ensure continuation of the University’s core business of teaching, learning and research.
  2. Provide technical advice on mechanical and technical systems across all aspects of operation, including acquisition, remediation, capital replacement, energy efficiency, sustainability and compliance across the asset lifecycle.
  3. In conjunction with the Estate Directorate develop and evaluate Safe Work Method Statements, risk assessments, work instructions and material lists to enable work permits to be issued for works across the University relating to mechanical and technical systems.
  4. Provide effective management and decision making within the Asset Management Team including staff under direct control, including performance reviews, to ensure a culture of high performance, customer service, safety, teamwork and innovation.
  5. Engage and manage contractors including selection, assisting with tender and contract requirements, field supervision, financial, quality, health safety and environment, and time management for all works on the University's mechanical and technical systems.
  6. Maintain the works management system (currently MEX) and additional asset management systems to manage mechanical and technical systems across their lifecycle: assessing, prioritising, and assigning work requests; inspecting works; and liaising with the Estate Directorate, Planning and Development Team to enable and execute works on mechanical and technical systems.
  7. Develop, implement and maintain a management system that ensures the University's mechanical and technical systems are maintained in a safe, compliant, and proactive manner, including undertaking planned and preventative maintenance, asset inspections and development of action plans to resolve problematic issues.
  8. Work with other Estate Directorate staff in emergency situations to protect and maintain the University's Operations, including participating in an on call system and roster if required, including the development of professional relationships with the Planning and Development team to ensure the ongoing optimal management of mechanical and technical systems used to drive the Townsville Campus District Cooling System.

  1. The Supervisor Mechanical and Air Conditioning is required to observe the lawful and reasonable directions, policies and decisions of the University Council, understand and comply with the Enterprise Agreement, the Statutes and Rules of the University, the policies and decisions of the University Council and other appropriate University authorities, as in force from time to time.
  2. The Supervisor Mechanical and Air Conditioning is required to demonstrate a personal commitment to ensure personal safety and the safety of others and contribute to the continuous improvement of our WHS performance. This includes the effective implementation and compliance with James Cook University WHS policies, procedures and safe systems of work, together with all relevant legislation, duties and obligations. Contribute to the continuous improvement of our WHS performance. The Supervisor Mechanical and Air Conditioning is required to exercise proper discretion in all matters affecting the well-being of the University which involve public writing or speaking in accordance with the University’s Code of Conduct. 

Special Conditions

  • It is a requirement of this position to travel and stay overnight at remote locations on occasion.
  • It is a requirement of this position that if required the appointee is able participate in an on call roster on nights, weekends and/or public holidays.
  • It is a requirement of this position to hold a current manual ‘C’ class QLD Drivers Licence.

Selection Criteria

Essential

  1. Qualifications in the management of mechanical and technical systems including a trade certificate or Bachelor Degree including significant work experience, proven management experience or an equivalent combination of experience and/or education and/or training.
  2. Detailed knowledge and experience working with complex building and infrastructure mechanical and technical systems with a focus on optimising energy and lifecycle costs through the development and application of industry best practice and innovative systems, processes and technologies whilst ensuring compliance with regulations,  building codes and standards.
  3. Experience in managing and operating mechanical and technical systems within a highly regulated and evolving environment including a demonstrated ability to manage risks associated with asbestos, hazardous materials, operating buildings in tropical environments and ensuring strict air quality  parameters are met in laboratories and research environments.
  4. Demonstrated experience in managing teams in a building and or facilities management environment with the ability to meet financial, time and other resource constraints.
  5. Demonstrated well-developed written and oral communication skills with the ability to maintain working relationships with clients, contractors, staff, regulatory officials and other stakeholders.
  6. Demonstrated organisational and time management skills and the ability to prioritise tasks to meet deadlines and achieve outcomes with a focus on process and business improvement including the development and implementation of innovative solutions.

  1. Membership of a professional organisation with a focus on mechanical and technical systems.
  2. Experience managing HVAC, CDC and BMS systems that enable the optimal operation of large spaces; diverse laboratory environments; and spaces that enable research experiments.
