The position is part of the BMBF project MORE STEP – Mobility at risk: Sustaining the Mongolian Steppe Ecosystem. This is an interdisciplinary project aiming to investigate social-ecological dynamics in the Mongolian steppe ecosystem in order to identify irreversible changes (tipping points) and their possible consequences. In case of success of the project, the position can be extended for a further three years.

Tasks: Independent research related to MORE STEP Work package 2, led by TU Dresden, on “Regional Economics and Policy Analysis” and Work package 10 “Governance Options”. Research includes (1) understanding past socio-economic development processes and exploring possible future trends; (2) reviewing options for policy responses to the conservation and sustainable use of the steppe ecosystem and to improve the provision of local public services; (3) analysing existing policy instruments that are relevant to the steppe ecosystem’s conservation and sustainable use. Based on desk research the successful candidate will review comparable cases of steppe ecosystems under threat with a focus on natural resource governance schemes related to nomadic pastoralism. Next to environmental and conservation policy instruments applied in Mongolia, intergovernmental fiscal transfers to the local level will be studied to provide public services at decentralised levels and help improving living standards. This serves as a basis to develop governance options and suitable policy mixes for the conservation and sustainable use of the Mongolian steppe ecosystem and the improved provision of public services in rural areas.

Requirements: good or very good university degree (Masters or equivalent), preferably in economics, political, environmental and sustainability sciences or related fields; PhD in a field related to the requested research field (Environmental or Ecological Economics, Public Finance, Political Sciences, Environmental Sciences, Sustainability Sciences).
