Primary Duties and Responsibilities:

General Description:

The Administrator is responsible for directing the overall administrative, financial and operational activities of Health Policy and Management, a large academic department in the Bloomberg School of Public Health with approximately 70 full time faculty, 400 students and 15 research centers and institutes. Areas of responsibility and oversight include strategic planning, research administration, general funds management, human resources, staff leadership, communications and facilities/space planning.

Primary Responsibilities: 

Provides management support to department Chair and faculty to ensure efficient and effective administration of the department. Directs and supervises administrative and financial staff supporting the department goals. Provides financial analysis and program planning support to the Chair of the department. Collaborates with the Chair on long term planning, as well as analysis and resolution of short-term issues. Suggests solutions and implements decisions. Directs the short-term and long-range activities of the department, including responsibility for financial and administrative operations, oversight of department human resources issue matters, academic support, internal communications and space/equipment-related operations. Works with the Chair and department faculty to plan, execute and recommend programs and policies that will assure the achievement of department goals and meet the financial needs of the department. Projects and analyzes long-term trends in total budget for the department, including analysis of expected changes in teaching, research and professional practice activities, student enrollment and scholarship support, faculty size and composition. Advises the Chair on resource needs and financial risks facing the department. Administers department’s general funds budget. Oversees annual budget planning and preparation, financial analysis, long term projections and overall reporting. Supervises financial staff and oversees fiscal management for sponsored research funding and other accounts: general funds, gifts, endowments, student scholarships and petty cash funds. Provides complex financial and other reports to Chair, faculty, School and the University, as well as outside agencies. Prepares policy and planning documents, reports and draft materials for the Chair.

Participates on relevant departmental committees including the Executive Management Team, Faculty Development Committee, and Finance Committee. Assures compliance with all University and funding agency regulations. Oversees all aspects of human resources administration within the department. Supervises departmental HR and payroll staff. Oversees and consults as needed with divisional HR on staffing and personnel management plans, employment and compensation issues, performance management issues and disciplinary actions, and salary planning. Works with Chair to develop a space allocation policy for the department, maintains systems to monitor space use and assures adherence to policies. Oversees general facilities operations for department. Develops and promotes policies and procedures to improve operations of the department’s administrative unit and other areas of the department. Represents the Chair as needed to University administration and officers, and within department to faculty and staff. Assesses, and periodically updates the infrastructure in the department that supports research, teaching and practice activities, and develops a plan for maintaining and improving departmental resources, including computing, communications, and teaching support. Advises the Chair on needs for improvements in departmental resources. Prepares and presents an annual report on overall financial, teaching, research, and service performance of the department to the Chair and faculty. Ensures that new staff and faculty in the department are acquainted with department policies and procedures and communicates updates and changes in administrative policies to faculty and staff as needed. In collaboration with Human Resources and department faculty, ensures the skills and competencies of department staff address changing technology and changing needs. Works with the Chair to set goals and plan department retreats. Participates and provides analytic support for departmental strategic planning. Ensures timely responses to requests for regular and ad-hoc reports from Chairs, faculty, School and University administration, and sponsored research agencies. Demonstrates excellent writing and oral presentation skills. Completes special assignments, reports and projects as assigned. Recognizes the sensitivity and importance of managing confidential department and/or School information. 

Qualifications:

  • Bachelor’s degree in business, finance, accounting or other related field. Master’s degree in related field may substitute for required experience preferred.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department including two years supervisory experience and two years financial management experience.
  • Master's degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
