General Summary

Within the Department of Otolaryngology, the Administrative Manager will report directly to Assistant Administrator.  Provide direction for the department when Administrator and Assistant Administrator are away or unavailable.  Supervise Budge Assistant II and Budget Assistant III & completes performance appraisals.  Position includes development and management of budgets, daily and monthly financial responsibilities and personnel management.  Position interacts with local and national organizations, faculty and administration within JHMI.

Duties & Responsibilities

Project Management: 

Plan, coordinate and manage all facilities projects at East Baltimore campus and at satellite locations.  Coordinate with facilities staff and vendors on projects. Solicit bids for equipment.  Maintain records, repairs and coordinates upgrades of all administrative and clinical equipment including computers, pagers, copiers, faxes, and all research and clinical equipment.


Project and develop administrative budgets with input from the faculty and department Assistant Administrator.  Perform monthly and annual reconciliation on administrative budgets and funds in a timely manner.  Monitors department cost controls for IT, phone, PC, pager, discretionary spending, service contracts, and equipment. Prepare budget changes and expenditure transfers. Manage day to day financial responsibilities such as preparation and authorization of purchase requests, expenses, and travel reimbursement requests. Manage completion of accounts payables for the department. Manage department’s procurement card and approve appropriate expenditures. Perform allocation of charges to approved budgets on a regular basis. Initiates and processes faculty and resident discretionary spending and maintains records.


Responsible oversight for all of the department’s PC purchases and installation. Position manages all of the department’s IT service and project requests. Manage all of the department’s telecommunication service requests and installation. Coordinates and processes lab coat orders, printing service requests and security accesses (including JHOC and JHH perimeter accesses, information service network accesses and CICS accesses); coordinates order/setup of corporate cell phones and hand held devices; Initiates all facilities management issues; coordinates all office moves, telephone, computer setups, and parking assignments for faculty/staff; faculty relocation moves, Coordinates and processes lab coat orders, printing service orders, and security accesses (including JHOC and JHH perimeter accesses, information service network accesses, and CICS accesses); Provide guidance and supervise hearing aid cochlear implant and speech prosthesis orders and invoices;  position is responsible for the fiscal and operational management of the administrative components of the department. Will stand in for Assistant Administrator as directed for meetings. Perform other duties as assigned.


Bachelor's degree in business, finance, accounting, or other related field. 5 years progressively responsible professional-level administrative or financial experience related to monetary or non-monetary resources of a department, center or unit. Master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred qualifications

Experience with JHU accounting systems is preferred. Previous supervisory experience preferred.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
