The Department of Emergency Medicine seeking a Sr. HR Coordinatory that will reports directly to the Grants and Contracts Manager to ensure smooth and efficient functioning for the Department of Emergency Medicine. Provide a wide range of human resources support and consulting services to faculty, staff, supervisors and administration covering the following: recruitment and employment, compensation administration and analysis, benefits administration, employee relations (including grievance resolution, disciplinary action, reductions in force, termination), training and education, personnel records and payroll management, HR policy interpretation and information dissemination. Will serve as first and primary point of contact for faculty, management, and staff with regards to interpretation of human resource policies, procedures, and practices for JHU.
Specific duties & responsibilities:
Handles the majority of human resource related issues and concerns by providing information, advice, guidance, and support, in collaboration with divisional human resources as needed. Coordinates employment process, in collaboration with divisional human resources, to ensure an efficient and smooth process in accordance with all applicable university policies and procedures. Provides guidance and makes recommendations on appropriate starting salaries and promotional salaries for staff to ensure equity. Advises administration and works with divisional human resources concerning managing salaries within pay ranges and equity of employee groups. Refers issues to the Assistant Director of Finance/Grants and Contracts Manager and divisional HR as needed.
Makes internal job comparisons for equity purposes. Assists and advises employees on tax information, sick time, vacation time, holidays, leave of absence, family medical leave, payroll, tuition reimbursement, flexible fringe benefits, deductions, etc. Acts as the liaison to the School of Medicine’s employment recruiters and compensation analysts for the department. Coordinates visa process for international staff. Creates job descriptions for new positions. Prepares personnel requisitions for submission to human resources. Monitors time and attendance forms for staff via E210 system. Responsible for answering and counseling departmental faculty and staff on interpretation of HR policy and procedures. Responsible for coordinating initial departmental efforts related to staff that require Family Medical Leave (FMLA). Assists Grants and Contracts Manager in developing departmental/divisional policies and procedures that comply with those of the University. Contact divisional human resources office for all HR issues and school-wide project and initiatives. Assists in managing grievance processes. Gathers sensitive information for Grants and Contracts Manager for grievances, disciplinary actions and other personnel matters. Responsible for exit interviews for terminating or transferring employees, retrieval of badges, answering questions relating to final paycheck, etc. Coordinates annual performance review process. Uses guidelines to determine annual increases; communicates changes to staff. Responsible for the distribution of 120 day reviews from HR to supervisor.
Maintains and creates personnel records for departmental staff of the University. Primary point of contact for faculty, staff, student and postdocs on payroll policies and procedures. Prepares payroll forms; monitors and maintains appropriate payroll related documents; prepares weekly payroll; researches and resolves payroll problems for employees. Maintains human resources records and computerized systems to track faculty and staff payroll information and generate ad-hoc reports. Process short-term disability and FMLA requests. Special knowledge, skills, and abilities:
Strong consulting and negotiation skills to be able to provide appropriate counsel, advice and work in partnership with management and staff on human resources matters. Strong oral and written communication skills to be able to promote and communicate human resources program to the department; ability to work collaboratively with others both within and outside human resources; creative and resourceful to be able to handle various human resources issues and concerns effectively while maintaining confidentiality. Working knowledge of federal, state and local laws and regulations in human resources; working knowledge of emerging trends and practices in human resources. On a regular and continuous basis, exercises administrative judgments and assumes responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area.
Bachelor’s degree in HR, Business Administration or other related field, and three years of progressive experience in a professional human resources capacity. Additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.
JHU Equivalency Formula: Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.
The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
