Nanjing University of Information Science & Technology (NUIST) has a well-established reputation of having the best of the nation’s meteorological talents.

Having being founded in 1960 and renamed from Nanjing Institute of Meteorology in 2004, it is earmarked as one of the key institutions of higher education in China in 1978. In 2017, the university was listed in China’s national Double First-rates universities and disciplines and was also included in the provincial high-level universities in Jiangsu province.

NUIST is co-constructed by the Jiangsu Provincial People’s Government, the Ministry of Education of China (MOE), the China Meteorological Administration (CMA), the State Oceanic Administration and the University of Chinese Academy of Sciences. NUIST is located in Nanjing Jiangbei New Area (National Level New Area) with convenient transportation and beautiful scenery.

After nearly 60 years of development, NUIST has established a comprehensive and coordinated discipline system of science, engineering, management, art and humanities, with atmospheric science as its core. At present, there are 6 doctoral programs, 22 master programs, 13 professional master programs and 60 bachelor programs. The discipline of Atmospheric Science ranks No. 1 in China for two consecutive rounds in the discipline evaluation by the Ministry of Education. The four disciplines of Geoscience, Engineering, Computer Science and Environmental Science and Ecology have entered top 1% ESI international discipline rankings. There are more than 50 national talents including Academicians, winners of National Science Fund for Distinguished Young Scholars, distinguished professors of Yangtze River Scholars Program, experts of the One Thousand Talents Project, and chief scientists of National 973 Plan and over 440 provincial and ministerial talents including distinguished professors, entrepreneurship and innovation talents and renowned teachers, as well as 28 provincial Teaching and Research Teams.

At 11:00 am on May 20, 2019, Professor Li Beiqun, President of Nanjing University of Information Technology, will lead a delegation to the University of Reading in the UK to give a talk on NUIST and the university polices for faculty recruitment followed by interactions and on-campus interviews. Interested talents are welcome to register in advance and participate in the event. Candidates can sign (Pre-Employment) Agreement on-site once passing the interview.

III. Recruitment Policy

In 2019, NUIST adheres to the development concept of “openness, collaboration and characteristics” and endeavors to explore “new model” of talent development, cultivate “new ecosystem” for talent training, build “new highland” for talent gathering and lead to leaping development with a talent priority strategy. Thus, the following new policies are introduced:

1. Benefits:

(1) Children’s Education: Children of NUIST staff are allowed enrolment into the Affiliated Kindergarten (public provincial model kindergarten) and Affiliated Experimental Primary School of NUIST (jointly supported by the Second Yuying Foreign Languages School of Nanjing) without entrance examinations;

(2) Salary System: Supported by Longshan Scholar Program; Free transfer between Annual Salary System and Non-annual Salary System;

(3) Settlement Policy: 80% of the settling-in allowance could be withdrawn at one time; a transitional apartment or a rental subsidy (1000-1500 RMB per month) will be provided for two years;

(4) Administrative Services: Online service system, approval at one visit, fast responding system to complaints and simple reimbursement network;

(5) Meals subsidies on working days, indoor swimming pool, and central heating system and apartment facilities upgrade project;

(6) Health and wellness project: sabbatical system, high-level talents rejuvenation plan, staff fitness plan, etc.

2. Professional Title Evaluation Policy

Doctors, post-doctoral or other high-level talents who have been introduced from home and abroad for less than 3 years can apply for the title of professors (researchers) without being restricted by present professional titles and qualifications; Associate professors (researchers) who make outstanding performances or landmark achievements in education, teaching, scientific research, and technical applications may directly apply for the title of professors (researchers) without age limitation.

3. PI System for Research Teams

NUIST adopts the Principal Investigator System for research teams. Those who meet the requirements of PI can establish a team independently and the number of team members (including postdoctoral and doctoral students) is not restricted.

4. Talent Cultivation 24- Hour Service Policy

Relying on the Changwang Talents Training Program, NUIST has built a 24-hour Service System to provide personalized and menu-based one-stop services in the construction of scientific research platforms, scientific research and talent project application, and life services to NUIST staff.

5. Special Zone Policy for Information Discipline

The special zone policy covers the School of Automation, the School of Computer and Software and the School of Electronics and Information Engineering. The remuneration, settling-in allowance and research start-up fund for these talents will increase by more than 30% based on the existing standards.

6. Recruitment One-Stop Service

NUIST will select some countries/regions (USA, UK, Singapore, Hong Kong, Taiwan, etc.) and domestic cities (Beijing, Wuhan, Xi’an, Chengdu, Chongqing, Harbin, Shenyang, Changchun, etc.) to conduct One-Stop recruitment events at which candidates can have interviews and get assessments from Human Resources Department and NUIST President(s) directly. The applicant can sign an (Pre-Employment) Agreement on-site once passing the interview.

V. Requirement Types and Treatments

1. Changwang high-level talents (Face to Face with NUIST Presidents)

Qualifications Required:

(1) Academicians from the National Academy of Sciences or Engineering from developed countries such as Russia, Switzerland, US and UK;

(2) Laureates of world renowned awards such as Nobel Prize, Carl-Gustaf Rossby Research Medal, Turing Award, and Fields Medal;

(3) Awardees of the “National Thousand Talents Program” innovative talent long-term project and young project winners;

(4) Tenured professor at famous overseas universities;

(5) Hold a Ph.D. degree from a well-known overseas university, or Ph.D. degree from a well-known university in China, and has been engaged in scientific research for more than 36 consecutive months; Intend to apply for the “National Thousand Talents Plan” with NUIST as the first affiliation; with outstanding academic achievements and meet at least one of the following requirements: Published papers in Science, Nature and its publications or at other top-level international journals; Global highly cited scientists (Thomson Reuters), highly cited scholars (Elsevier); Published more than 5 papers in the past 5 years in the top journals of his/her research field or in the first division journals classified by the Chinese Academy of Sciences JCR Division standards; The sum of the impact factors of SCI journal papers in the past 5 years has exceeded 30 (20 for engineering technology major); Published at least 5 papers in the past 5 years in top journals of humanities and social sciences.

(6) Young and middle-aged scholars who have obtained (or are about to obtain) a Ph.D., post-doctoral or are from other research institutions with great research potential and willingness to settle in Nanjing for innovation and entrepreneurship.
