The Senior Financial Analyst is responsible for delivering financial services for the Discipline of Rural and Remote Health (Discipline). Working with the Operational Directors and Managers, Rural and Remote Health (RRH) and liaison with the College Finance Business Partner, the Senior Financial Analyst will develop budgets, undertake grant account management, and monitor financial performance and reporting for the Discipline.

The Senior Financial Analyst is a member of the RRH Leadership team, providing financial advisory services and coaching and development of budget holders to support ongoing and effective management of financial resources.

The position may be situated at any Flinders RRH campus (Northern Territory and South Australia). The incumbent will be required to regularly travel to other RRH campus locations.

Key Position Responsibilities

The Senior Financial Analyst will be accountable for:

  • Overseeing the delivery of financial services for the Discipline across the RRH footprint, in accordance with University policies and procedures.
  • Working with RRH Operational Directors and Managers, RRH and College Finance Business Partner, to develop and implement enhanced short and long term planning, reporting, chart of accounts and financial information to enable the Discipline to manage financial resources effectively.
  • Delivering technical aspects of the Discipline’s financial plans through budgeting, forecasting, modelling, performance reporting, investigating new funding streams and delivery of related financial activities.
  • Managing a portfolio of grant accounts, research projects, and financial reporting for State, Federal and privately funded contracts.
  • Monitoring contracts and agreements.
  • Mitigate financial risk across the Discipline, ensuring set strategies are informed by financial reporting against budget allocations, and provision of quarterly and end of year processes are followed.
  • Prepare analysis and reports for both formal and routine reporting and an ad hoc basis and ensure recorded data within University systems reconciles with Disciplines actual results.
  • Building effective relationships across the Discipline, College and University by attending forums/meetings/committees to understand current and emerging financial requirements.
  • Actively involved in Discipline related projects to ensure optimal financial advice and input.
  • Providing client focused advisory services to members of the Leadership team, supported by robust analytics, and in accordance with University policy.
  • Coaching and providing financial advice to budget holders and relevant staff to support ongoing management and monitoring of individual and area budgets.
  • Working with the Manager, RRH and College Finance Business Partner to review the delivery of financial services and initiate continuous improvement and communication initiatives to enhance services, processes and systems that are responsive to the Disciplines needs, aligned with best practice and in accordance with University policies and procedures.
  • Investigating opportunities to further integrate service delivery with the College Finance team and articulate and embed these interactions.
  • Any other responsibilities in line with the level of the role as assigned by the Supervisor and/or the University.

Key Position Capabilities

  • Tertiary qualification in Accounting or related area together with CPA/CA qualification and subsequent relevant experience, or an equivalent combination of experience, education and training.
  • Demonstrated commitment to fostering a positive workplace culture and role modelling behaviours that support the University’s Reconciliation Action Plan (RAP) and commitment to enhancing educational opportunities for Aboriginal and Torres Strait Islander people.
  • Extensive experience in a grant management/research accounting/risk and compliance function.
  • Proven experience working collaboratively with diverse stakeholders, with the ability to influence through advanced knowledge, communication and presentation skills.
  • Proven ability in analysis and drawing conclusions from reports and preparing reports about financial matters.
  • Proven ability to work as part of a geographically dispersed team to provide consistent and effective services in a matrix reporting environment.
  • Ability to identify opportunities for continual improvement of financial services and implement solutions that improve the end user experience.
  • High level of knowledge and ability to use accounting software packages.
  • Knowledge of and/or experience working within the Australian higher education sector would be an advantage.

Prescribed Conditions of Employment:

Northern Territory Government legislation (the Care and Protection of Children Act 2007) now requires all individuals in child related employment or whose duties involve, or are likely to involve, contact with a child, to hold a valid ‘Working with Children Clearance’ (Ochre Card). This position involves child related work and is assessed as requiring a Working with Children Clearance/Ochre Card.

A National Police Certificate which is satisfactory to the University will be required by Flinders University before the successful applicant can commence in this position.
