Portfolio of the Vice Chancellor

Under general to broad direction, the Contracts Officer is responsible for the provision of contract management services to the University.

The position will partner with Colleges and Portfolio’s to provide a point of contact and a consistent source of advice, education and support in the address of general legal contract enquiries, policy, risk and compliance issues.

Key Position Responsibilities

The Contracts Officer is accountable for:

  • Providing consistent and responsive customer service and general advice to enquiries received from internal customers regarding legal contracts, policy, risk and compliance issues, and engaging Legal Services and Risk and Assurance to provide complex specialist level advice as necessary.
  • Drafting contracts and contract related correspondence for the formation and negotiation of contracts and agreements in line with University precedents, policies and financial delegations.
  • Working with the Legal Services and Risk and Assurance teams to review and amend contracts presented to the University from third parties.
  • Providing a key initial point of contact to Colleges and Portfolios to support, guide and educate University staff to address outstanding audit items, interpretation of policies, implementation of new regulations and the identification, management and reporting of operational risks and risk incidents.
  • Providing administrative support to key stakeholders to assist with the implementation of the University’s contract management framework, including record keeping, generation of reports, drafting memoranda and other correspondence, and finalisation of contracts and other documentation for execution.
  • Liaising with stakeholders and staff across the University to promote the Contract and Risk Management Frameworks and best practice processes.
  • Contributing to the development of internal processes and service delivery standards in relation to contracts.
  • Providing administrative support and assistance to key stakeholders to assist with the implementation of the University’s risk management framework under the direction of the Manager, Risk and Assurance Services.
  • Any other responsibilities in line with the level of the role as assigned by the Supervisor and/or the University.

Key Position Capabilities

  • Experience in contract management, including the drafting, negotiating, reviewing and administration of contracts and related documents in a complex environment.
  • Knowledge of contemporary tender and procurement processes.
  • Ability to negotiate strong business outcomes with significant stakeholders including the Commonwealth Government and Industry Partners.
  • Excellent time management skills, demonstrated ability to prioritise tasks to meet deadlines, and a high level of attention to detail.
  • Ability to work independently and as part of a team, exercise initiative and judgement in interpreting and applying a range of policies and procedures and work with a broad range of stakeholders, such as academic and professional staff.
  • Well-developed verbal and written communication skills, and high level of proficiency in Microsoft Office software, including Microsoft Excel.
  • Tertiary qualifications in law or studying towards is desirable.
  • Experience in the Higher Education Sector is desirable.
  • Understanding of risk management principles is desirable.
