The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent statutory body established under the HKEAA Ordinance.

The vision and mission of the Authority is to be a world-renowned and well-trusted examination and assessment services provider that meets educational and societal needs by providing valid, reliable and equitable examinations and a range of assessment services in a professional, innovative, efficient and effective manner. The HKEAA’s primary responsibilities include the administration of the HKDSE. In addition, the Authority administers over 200 international and professional examinations leading to academic, professional or practical qualifications on behalf of various international and local professional and examining bodies.

The HKEAA is governed by an Authority Council, comprising a chairman and 16 members. Currently, there are around 350 full time employees. In addition, more than 10,000 education professionals are engaged on a part time basis to assist with large scale examinations.

The Role

Reporting to the HKEAA Council, the Secretary General has the overall executive responsibility for leading the HKEAA to achieve its vision and mission. The primary roles are to shape the HKEAA’s strategic direction and key result areas, provide inspirational and effective leadership to formulate the roadmap towards achieving the HKEAA’s vision and mission, promote the status of the HKEAA through collaborative partnership and relationship with the Government, schools and other key stakeholders and strengthen the HKEAA’s capacity through ongoing organization and people development.

The major responsibilities are: (1) supporting the Council in formulating and implementing strategy for the sustainable development of the HKEAA, as an integral part of the education system in Hong Kong, through strategic and business plans; (2) providing leadership in ensuring the integrity, standards, quality and delivery of public and other examinations; (3) business and partnership development in relation to examinations and assessment products and services; (4) overall administration and operation of the HKEAA including resource management; (5) developing strong and constructive external relationships to enhance the HKEAA’s reputation and image; (6) overseeing the Internal Audit and Public Affairs and Communications matters of the Authority; and (7) planning and overseeing change management to embrace challenges and take the HKEAA to a new horizon.

The Requirements

The candidate should possess a clear vision, impeccable integrity and strong commitment to promoting the healthy and sustainable development of the HKEAA as an integral part of the education system in Hong Kong. Profound understanding of public administration and education policies, preferably related to curriculum and assessment and/or education management, supported by relevant work experience and qualifications is required. He/she should have a strong acumen of the social, economic, political and international trends and environment, as well as the ability to manage risks, and lead changes as necessary. Substantial experience at senior level and excellent track record of performance and achievements in leading and managing a sizable organization, preferably a public body, an organization that provides services to a substantial client base or a large educational organization are essential. Other core competencies include excellent communication skills and ability in building public image and handling media, ability to manage multiple public and private sector stakeholders as well as excellent command of English and Chinese languages.  Proven track record in financial and human resource management, preferably in driving efficiency or organizational changes, would be an advantage.
