Higher Education Funding Council for Wales (HEFCW) Appointment of Chair

Remuneration: £24,264 per annum

Time commitment: approximately 6 days a month.

This is an exciting opportunity to play a key role in shaping the future of higher education (HE) in Wales.

The Council is responsible for regulating higher education in Wales under provisions contained in the Higher Education (Wales) Act 2015.  It also administers funds made available by the Welsh Government to support education, teaching, research and associated activities at nine universities, including the Open University in Wales, and provides funds for prescribed higher education courses at further education colleges.  It also uses its expertise to help deliver Welsh Government priorities for higher education.

The current Chair’s term of office will end in May 2020. 

The successful candidate will need to demonstrate the following skills and experiences:

  • ability to chair board meetings;
  • strong and effective leadership;
  • ability to identify and manage the delivery of change;
  • ability to build, manage and handle relationships - at board level, at a senior level within the sector, with Government officials and Ministers; and with the HEFCW executive;
  • political awareness and an ability to develop political networks;
  • ability to work in partnership and to build consensus;
  • knowledge and understanding of the range of issues, opportunities and risks affecting the HE sector;
  • an interest in the wider post-compulsory education and training sector and an understanding of its interaction with higher education;
  • ability to challenge and test opinion;
  • a clear understanding and commitment to equality issues and a willingness to challenge discriminatory practices when appropriate; and
  • an understanding of the importance of high standards in public life.

Candidates with knowledge of industry, commerce or diversity are welcome.  The ability to speak Welsh is desirable but not essential.

The Council must have a Chair who upholds, and will be widely perceived to uphold, the highest standards of integrity and impartiality, and who is able to build respect for the work of the Council. The Chair must also be able to deal confidently with the Welsh Government, at official and Ministerial level, and the Heads and Chairs of Higher Education Institutions, and to work effectively with the HEFCW executive.

It is envisaged that the role will start in May 2020, be part-time and involve a time commitment of around 6 days a month for 3 years (fixed term).  The appointment is renewable for a further period depending on need and performance.  At least 6 Council meetings are held annually, usually in Bedwas, near Caerphilly, South Wales but may also be elsewhere in Wales. 

Remuneration is £24,264 per annum.

This may be the last Chair to be appointed to lead the HEFCW Council as the Welsh Government is currently progressing its plans, including new legislation, to establish a new Commission for Tertiary Education and Research in Wales.  The Commission will be responsible for regulating and funding the whole post-16 education and training sector in Wales.  Currently, it is envisaged the new Commission will be operational with effect from April 2023.

Mae'r Cyngor yn gyfrifol am reoleiddio addysg uwch yng Nghymru o dan ddarpariaethau sydd wedi'u cynnwys yn Neddf Addysg Uwch (Cymru) 2015.  Mae hefyd yn gweinyddu cronfeydd a gaiff eu darparu gan Lywodraeth Cymru i gefnogi addysg, addysgu, ymchwil a gweithgareddau cysylltiedig mewn naw Prifysgol, gan gynnwys y Brifysgol Agored yng Nghymru, ac mae'n darparu arian ar gyfer cyrsiau addysg uwch rhagnodedig mewn colegau addysg bellach.   • diddordeb yn y sector addysg a hyfforddiant ôl-orfodol ehangach a dealltwriaeth o sut mae'n rhyngweithio ag addysg uwch;

  • dealltwriaeth glir o faterion cydraddoldeb ac ymrwymiad iddynt, a pharodrwydd i herio arferion gwahaniaethol pan fo'n briodol; a
  • dealltwriaeth o bwysigrwydd safonau uchel mewn bywyd cyhoeddus.

Rhaid i'r Cyngor gael Cadeirydd sy'n arddel, ac yn cael ei weld yn arddel, y safonau uchaf o ran uniondeb a didueddrwydd, ac sy'n gallu ennyn parch tuag at waith y Cyngor. Rhaid i'r Cadeirydd hefyd allu delio'n hyderus â Llywodraeth Cymru, ar lefel swyddogion a Gweinidogion, a Phenaethiaid a Chadeiryddion Sefydliadau Addysg Uwch, a gweithio'n effeithiol gyda swyddogion gweithredol CCAUC.

Rhagwelir y bydd y rôl yn dechrau ym mis Mai 2020. Bydd yn un rhan-amser gydag ymrwymiad amser o tua 6 diwrnod y mis am 3 blynedd (cyfnod penodol).  Gellir adnewyddu'r penodiad yn dibynnu ar yr angen a pherfformiad.  Cynhelir o leiaf 6 o gyfarfodydd y Cyngor bob blwyddyn, fel arfer ym Medwas, ger Caerffili ond gallant fod mewn mannau eraill yng Nghymru hefyd. 

Mae'r tâl yn £24,264 y flwyddyn.

Efallai mai hwn fydd y Cadeirydd olaf i gael ei benodi i arwain Cyngor CCAUC gan fod Llywodraeth Cymru wrthi'n datblygu ei chynlluniau, gan gynnwys deddfwriaeth newydd, i sefydlu Comisiwn newydd ar gyfer Addysg Drydyddol ac Ymchwil yng Nghymru.  Bydd y Comisiwn yn gyfrifol am reoleiddio ac ariannu'r holl sector addysg a hyfforddiant ôl-16 yng Nghymru.  Ar hyn o bryd, rhagwelir y bydd y Comisiwn newydd yn weithredol o Ebrill 2023.
