Position Focus:

In 1971, Yale University began a unique and historic experiment providing health services to its facility, staff and students through a multidisciplinary health maintenance organization located on campus. Now, 47 years later, Yale Health has more than 37,000 members including students, staff, faculty and their families who come from every state in the country and almost every country in the world.

Our state-of-the-art facility at 55 Lock Street, built in 2010, is where our members receive most of their care. It is a 144,000 square foot medical facility with over 90 exam rooms, a 24/7 Acute Care Department, a 17-bed inpatient facility with two negative pressure rooms, a diagnostic imaging suite including MR and CT scan, x-ray and ultrasound and a full-service retail pharmacy. It houses our 150+ providers, including 111 primary and consulting physicians.

Reporting to the Associate Director of Clinical Services, provide key leadership, vision, strategy and oversight to the Mental Health and Counseling service across the continuum of care in order to achieve quality, financial, service and access goals. Collaborates with operational leadership and Chief of service to gain support for strategies and implement plans to meet demand for care. In collaboration with Chief of service and appropriate members of the Yale Community, develop and implement systems, structure and strategies for the delivery of a comprehensive Mental Health and Counseling program for undergraduate and professional student populations that addresses student needs. Collaborates with partners for initiation, oversight, monitoring and all ongoing operations for new initiatives as well as the maintenance of current systems. Develops extra-curricular relationships to meet strategic objectives. Provides support for educational opportunities and maintains current relationships and coordination for fellows, consultants, and all other professional education and learning resources. Embraces innovation in behavioral healthcare and technology to strategically evolve the program to meet community and access needs. Provides leadership for Emergency and After-Hours services as required and adheres to regulatory compliance for accreditation requirements. 
 
The Administrative Clinical Manager directs, manages, oversees and has accountability for the daily operations of a clinical unit or ancillary service department at Yale Health. Ensures policies and procedures are consistently followed and establishes new policies as appropriate. Role includes high level strategic planning for programs, initiatives and services that support organizational and strategic goals. The Manager directly supervises and manages technical and administrative support staff. The Manager acts as a change agent and identifies opportunities for innovation that lead to efficiencies and optimal clinical care. Functions as a liaison to clinicians and all members of the care team to prioritize and anticipate patient care and service needs. Fosters ongoing improvements of service and a culture that prioritizes safety. Role includes organizational leadership, outcomes management, ability to interface with key clinician partners, ability to make difficult decisions and facilitate resolution.

Essential Duties

Provides leadership and oversight of the daily operations for the department of Mental Health and Counseling at Yale Health.  Develop, promote and maintain standards for practice in accordance with the goals and objectives of the department.  Ensures patient safety at all levels of delivery.  Develops and executes plans to meet needs of members and staff. Create program development and partnerships for new and expanded programs reflecting strategic planning activities and decisions.  Develop strong relationships with clinical partners within Yale Health, as well as community and university stakeholders to ensure delivery of optimal services. Fosters engagement of clinical staff within the department and establishes strong collaborative and effective relationships with new clinical leadership in Student Health, Acute Care, SHARE, etc.. Collaborates with Mental Health Chief, Medical Director, Clinical Operations, Chief and aligns with clinical and operational leaders in providing oversight for the service line and to establish and achieve prioritized access and quality metrics. Ensures compliance with internal standards, legal requirements and accreditation/regulatory standards.  Facilitates the development of clinical and operational protocols, systems, and metrics as appropriate for the service line. Provides oversight to scheduling, on-call system, intake, triage, same day access needs as well as ongoing operational support for access and capacity of student populations. Provides operational support in collaboration with university and clinical staff for difficult situations, unanticipated tragic events, as well as planned seasonal andcyclical events.  Develops metrics, reporting and trends to meet current volume/demand, as well as anticipate future patient needs regarding services.  Anticipates changes in technique, equipment, regulatory compliance and safety to ensure optimal delivery of care. Responsible for financial budgets of division, including monitoring and predicting variances. Collaborates with staff to ensure optimal training, orientation and on-boarding of new and existing staff. Promotes a positive, engaged professional environment with outstanding communication and partnerships to all clinical managers and clinician chiefs to reach organization wide strategic initiatives. Develops and maintains policies and procedures. Participates in professional organizations, develops collegial relationships with university professionals and attends conferences and seminars to maintain current knowledge of trends influencing the delivery of services.

Required Education and Experience

Bachelor’s degree in Nursing, Social Work or Mental/Behavioral health and five years related experience or an equivalent combination of education and experience.

Required Skill/Ability 1:

Demonstrated managerial skills and ability to supervise clinical and administrative staff in a high volume, clinical customer service environment.

Required Skill/Ability 2:

Evidence of maintenance of professional skills and competencies, attendance at educational programs such as seminars and workshops appropriate to the field. Ability to analyze and interpret data as it relates to clinical operations. Computer proficiency as it relates to the use of an EMR.

Required Skill/Ability 3:

Demonstrated ability to work collaboratively with departmental, organizational and leadership staff on practice issues. Ability to think strategically and establish objectives relevant to departmental and organizational missions.

Required Skill/Ability 4:

Demonstrated and proven presentation skills. Excellent communication skills, both verbal and written. Demonstrated ability to maintain working organizational effectiveness.

Outstanding interpersonal skills including the ability to positively and effectively communicate with a diverse population. Proven ability to take initiative and function independently. Excellent, attendance, punctuality and reliability.

Preferred Education, Experience and Skills:

Master’s Degree in a relevant field; MSW or RN management experience in an ambulatory care, mental health and counseling facility, behavioral health facility, primary care (sub-acute facility) or a college mental health center; State of Connecticut licensure.
