Job Description Summary

Manages all facets of Penn's integrated transportation network, "Penn Transit Service."  This includes Penn Evening Shuttle service called PennRides on Request (PROR), Penn Bus Service (PBE & PBW), Penn Accessible Service (PAT), Penn Charter Services, Penn CREW Transportation, Penn FMC Shuttle, Pennovation Works Shuttle (PWS), Penn AM Medical Student Transportation, and AM Safety Service.

Duties

In this key leadership role, the incumbent is accountable for all aspects of the operation, safety, compliance, budget analysis and monthly operational reports and fleet services, including management and labor relations, through the dynamic allocation and coordination of university resources. Serves and represents the University on numerous boards, committees and associations that advocate sustainability, bicycle safety and traffic mitigation. Leader and manager of 28 Penn employees to include both exempt and non-exempt staff; 11 of which are Union.  Also oversees an additional 49 vendor supplied drivers.  Oversees payroll administration, dispatch, safety, training, driver workforce, multi-modal service and maintenance operations. Responsible for servicing 119 vehicle assets (47 owned), a secured parking facility, and 2 large buildings.

The operation runs from early morning to late night and therefore the Senior Associate Director is required to be available to work primarily on afternoons and evenings, as well as on-call.  Some early mornings and weekends are also occasionally necessary.

Qualifications

Bachelor's degree and 5 years to 7 years of relevant experience, or an equivalent combination of education and experience, are required. Experienced transportation professional who is an effective communicator with a management style that conveys clear expectations in both written and verbal presentation to supervisors and drivers.  Equally effective communicating with peers and senior leadership. Possess ability to bring diverse groups together to coordinate and collaborate on problem-solving initiatives and division/department projects. Promotes and maintains fiscal responsibility through analysis, review and operation of multi-modal transit services throughout University community and in coordination with affiliates, i.e., USciences, Drexel University and MercyLife.  Manages the procurement, safe operation and maintenance of various vehicle types (Bus, Cutaway, Vans, etc.).  Manages maintenance shop facilities and staff to support both University and contract customers consistent wit PA laws and regulations and in coordination and compliance with University's Office of Risk Management.

As a revenue generating service, Penn Transit's leader must be a master of industry business practices and be fully capable of incorporating technology, ln both hardware and software, to generate revenue and limit expenses all while maximizing the customer experience.
