Elevate Implementation and Scaling Program Manager
Reporting to the Executive Director Elevate Policy Lab at Yale University, the Manager of MOMS Partnership® (“MOMS”) Program Implementation will be responsible for all activities related to MOMS replication across all Elevate scaling sites. The Manager will be an implementation science professional who will guide teams of Elevate staff and site partners engaged in implementation and evaluation activities including: assessment of organizational readiness, program planning and development, training and technical assistance (“TTA”) for government and other partners and use of data for program improvement. This position may require travel up to 35%.
Directly manages on-time, on-budget TTA for all replication sites currently preparing for, or engaged in, MOMS program implementation.
Develops materials, including manuals, for MOMS implementation.
Directs programmatic TTA for sites implementing MOMS.
Drives the growth of MOMS, identifying funding opportunities, potential partners, and local conditions that constitute a compelling case for expansion, whether in caseload and/or geography; cultivating relationships; and securing, in partnership with the Executive Director, the resources necessary for such expansion.
Oversees Yale’s work to ensure sustainability of replication sites.
Collaborates regularly and frequently with the Research Manager to ensure seamless integration of Research and Evaluation components with programmatic components of MOMS replication.
Stays current with the fields of implementation science as well as behavioral science and draws upon both fields to inform the most effective replication efforts possible.
Ensures all internal and external MOMS program implementation activities, objectives and goals align with Elevate’s objectives and goals.
Ensures alignment where possible between the MOMS program implementation efforts of the Center and the New Haven MOMS program.
Serves as the primary implementation point of connection for the Elevate’s partners and internal stakeholders; cultivates and nurtures collaborative relationships with these partners.
Monitors and reports on the progress of MOMS program implementation activities across replication sites to the Director, including problems and solutions at regular meetings and when necessary.
Assists in the preparation of grant applications or other funding opportunities as well as the publication of research articles, policy briefs and progress reports.
Supervises Yale program implementation staff and students.
Takes on other work streams as assigned and needed.
Helps advance Elevate’s work on racial equity as an organizational value.
Models precision and responsiveness in written and verbal communications. For example, responds to email and other communications from Elevate’s staff and external partners within one business day.

1. Oversees the advancement and growth of the program. Gives direction and leadership supporting the philosophy, mission, strategy, and annual goals and objectives. Assumes primary accountability for disseminating and publishing all program information to create public awareness and support of the program.2. Works closely with leadership, internal and external colleagues, and community residents to further develop and implement strategic plans.3. Identifies, solicits, and cultivates community partnerships and collaborations to assist in the development and growth of the program. Develops the metrics to identify and measure the success of the program. Responsible for measurements of grant success and related evaluation.4. Assists in identifying and evaluating potential future funding sources, and contributes to the submission of grants and contracts supporting the program, including the annual submission and writing of all content areas and budgetary sections of grant applications. Develops and manages the program’s operating budget.5. Develops the administrative infrastructure of the program. Manages human resource and administrative functions of the program, including staffing and hiring, supervision, performance development, counseling and discipline, if warranted. Oversees and manages information systems, facilities, and space needs.6. Investigates, identifies, implements, and oversees the maintenance of systems to gather, track, and report information to support the initiatives of the program. Tracks all program activities and regularly informs leadership of progress on each initiative. Recommends structural or programmatic adjustments, changes or additions based on full knowledge of missions, goals, and objectives.7. Initiates, designs, and manages the compilation of program communications; identifying outreach potential, and promoting philanthropic and collaborative support of the program. Contributes to the development and assists in the management of content on the program’s website and monitors all changes and additions to the editorial content.8. Performs other duties as assigned.
Required Education and Experience
Minimum requirement of Bachelor’s Degree in a related field and four years of related experience or an equivalent combination of education and experience.
Required Skill/Ability 1:
Ability to work with government entities to implement and expand social service intervention programs including managing the operations of programs.
Required Skill/Ability 2:
Ability to supervise staff on an ongoing basis.
Required Skill/Ability 3:
Well-developed interpersonal, writing and public speaking skills with the ability to develop and deliver presentations, orientations, trainings and webinars.
Required Skill/Ability 4:
Excellent interpersonal skills and the ability to successfully work with a wide variety of people across sectors and stakeholders including: academic, government/policy, private business sector, advocacy, and stakeholders, and local communities.
Required Skill/Ability 5:
Exceptional organizational skills and the ability to manage multiple complex projects and their respective timelines.
Preferred Education, Experience and Skills:
Master’s degree in policy, public health, social work or other relevant field of study. Proven ability working for several years in a non-academic setting/for-profit company.
