The Hoover Institution is seeking qualified candidates for the full-time Government Outreach, Senior Manager position located in the Hoover-Washington, DC office.

The Hoover Institution on War, Revolution, and Peace is a public policy research center devoted to the advanced study of economics, politics, history, and political economy both domestic and foreign as well as international affairs.

Founded in 1919 by Herbert Hoover before he became the thirty-first president of the United States, the Institution began as a repository of historical material gathered at the end of World War I. The library and archives have grown to be among the largest private repositories of documents on twentieth-century political and economic history. Over time the Institution expanded its mission from collecting archival material to conducting advanced research on contemporary history and economics and applying this scholarship to current public policy challenges.

The Government Outreach, Senior Manager reporting to the Director of Media Relations in Washington D.C. will oversee external relations, develop and maintain relationships with legislative and agency officials, Stanford and Hoover staff, and other higher education and think tank institutions.


  • Oversee all aspects of complex external relations programs, projects and events, including coordinating special programs and overseeing production of audio/visual or written and visual materials. Projects include government and/or industry outreach efforts, including working with Hoover scholars and third party interest groups to stakeholders regarding Hoover's scholarly work.
  • Outreach before public officials to provide information regarding Hoover's scholarly work.
  • Develop and maintain positive working relationships with legislative and agency officials and bodies and member associations in the higher education and think tank sector to assist in developing and implementing strategies to achieve objectives.
  • Research, analyze, and summarize issues of importance to Hoover scholars. Draft statements, testimony, and presentations on these issues for review and communication to both internal and external audiences.
  • Identify, address, and mitigate unforeseen and/or rapidly unfolding events that may negatively impact relationships between Hoover and other constituencies, keeping senior leadership appropriately advised and informed on a timely basis.
  • Provide federal and state audiences with selected, proactive and timely information about Hoover's scholarly work, accomplishments and interests. Schedule and follow-through on appointments and attend briefings and hearings.
  • Monitor and interpret federal and state legislation and/or proposed actions by city and/or state government and advise senior management of potential impacts.
  • Respond to constituent inquiries.
  • May direct and/or supervise staff.


  • Oversee all external relationships with legislative, judicial, and the executive branches of the federal government.
  • Oversee and administer all aspects of the Stuart Family Congressional Fellowship Program.
  • Oversee and administer all aspects of the Hoover Institution In Washington Economic Fellowship Program.
  • Develop and maintain positive working relationships with legislative, agency, and judicial officials and bodies and member associations.
  • Research, analyze, and summarize issues of importance to the Hoover Institution.

Education & Experience:

Bachelor's degree and seven years of relevant experience. Five years or more experience on Capitol Hill and/or Federal Government strongly preferred.

Knowledge, Skills and Abilities:

  • Experience in a government-relations, environment, focusing on federal and/or state level.
  • Demonstrates high level of judgment and knowledge of the political process at the federal and/or state level.
  • Superb written and verbal communication skills and the ability to interact effectively and diplomatically with policymakers.
  • Collaborative team player with the ability to diplomatically solve problems and build key relationships.
  • Ability to recognize potential areas of constituency concern and address, resolve and/or mitigate problems or issues.
  • Advanced skills to read, interpret, understand and respond to pending and proposed legislation.
