Information Systems Services (ISS)
The ISS Department is a central support unit responsible for providing a complete ICT service to the University's various schools, units, research centres and campus companies. In addition to working closely with all stakeholders across DCU to ensure quality service delivery, ISS is responsible for the University's extensive ICT infrastructure estate servicing our three academic campuses. ISS plays a key role in supporting the University in achieving the objectives set out in its Strategic Plan: Talent,

Role Profile
Reporting to the Director of ISS, the Deputy Director will assist the Director of ISS in the development and implementation of strategic goals to ensure the university achieves its digital ambitions. The appointee will deputise for the Director of ISS as appropriate both internally and externally. They will
lead the creation of DCU’s strategic enterprise approach and plans, and take responsibility for developing specific elements of the University’s enterprise, business and technology architecture. The  appointee will also manage a team that supports IT engineering and innovation services including
architecture, integration, cloud services, system administration and cybersecurity.

Duties and Responsibilities:

  • Taking responsibility for developing the IT enterprise strategy and architecture to deliver the University’s strategic goals
  • Acting as a technical authority for selected service platform and design issues
  • Ensuring that the relevant technical strategies, policies, standards and practices are applied correctly
  • Delivering key technology platforms and infrastructure on behalf of the university
  • Managing IT innovation and engineering & all aspects of technical service delivery for the university
  • Providing advice on the technical aspects of system development and integration
  • Managing all aspects of IT disaster recovery and business continuity planning
  • Managing suppliers and external partners in the delivery of ICT services
  • Implementing and developing key performance measures to enhance service delivery
  • Setting an exemplary standard in relationship management by providing a strategic interface between stakeholders and technical specialists
  • Advising and influencing project sponsors and senior managers on how best to utilise IT systems and services to achieve desired outcomes
  • Leading the change management process for major projects or programmes
  • Working closely with the other members of the ISS management team to develop the overarching digital vision for the University, promoting this effectively and gaining buy in from key stakeholders
  • Documenting and imparting information about emerging technologies to relevant management and staff and contribute to briefings and presentations about their relevance and potential value to DCU
  • Managing technical teams and ensuring effective training and skills development
  • Liaising with other teams in DCU to deliver strategic goals and key projects
  • Working closely with the Director of ISS in the identification, development and implementation of major projects and innovation initiatives 
  • Represent ISS on external and internal committees and at events, where appropriate
  • Managing key ISS administrative functions in collaboration with the Director of ISS

It should be noted that the above list of duties is not exhaustive and other duties may be assigned to the post holder from time to time.

Candidate Requirements:

  • A Primary Degree and/or post-graduate degree (Master’s Degree level or equivalent) in Information Technology, Computer Science or other relevant field
  • Have a minimum of 10 years’ professional, leadership and IT management experience
  • High level of technical planning and infrastructure deployment experience
  • Significant practical experience working at a senior level in a large organisation, demonstrating an ability to quickly build and maintain effective working relationships
  • Extensive experience in platform and service delivery operating across a variety of IT delivery roles in large organisations
  • Strong technical knowledge and appreciation of IT principles including regulatory, legislative and industry practices 
  • Experience of using a risk based approach to IT service delivery and a strong understanding of cybersecurity and related technologies
  • Experience in the creation of business plans, strategic proposals and cost benefit analysis
  • Experience of the development of integration architectures and associated strategies
  • Extensive experience with supplier management, negotiation and the public procurement process
  • Strong customer service perspective with experience in large scale organisations and diverse user communities
  • Good understanding of the University requirements with an awareness of appropriate current and developing technologies and the opportunity to leverage same
  • Detailed knowledge of financial budget planning and management
  • Experience of the recruitment process and the on boarding of IT staff
  • Excellent leadership, communication and project management skills

Mandatory Training
Post holder will be required to undertake the following mandatory compliance training: Orientation, GDPR, and Compliance. Other training may need to be undertaken when required.
