Yale Health, a multi-disciplinary health maintenance organization serving Yale faculty, students and staff, is seeking an energetic and talented individual to provide leadership to the Yale Health Eye Care Department.

Our state-of-the-art facility includes a 17 bed inpatient unit, endoscopy suite, a diagnostic imaging suite with MRI, CT, ultrasound and plain films, a full service pharmacy generating over 1000 prescriptions per day and a 24/7 acute care service. Yale Health's 150+ clinicians provide over 150,000 primary care and specialty visits per year.

Reporting to the Medical Director, the Eye Care Chief will provide clinical service and direct clinical activities in order to maximize effective patient care and satisfaction. The Chief promotes and supports the goals and objectives of Yale Health and the group practice in collaboration with the department manager and ensures that the eye care needs of the membership are met. The Chief assesses and determines staffing needs, develops departmental operating systems and evaluates departmental operations. The Chief is responsible for overall clinical leadership of the department and directs the activities of staff; evaluates and counsels personnel and follows all Yale Health and University human resources policies and procedures. The Chief demonstrates excellence and commitment to patient care through the provision of direct medical care and consultation with providers both within and outside of the department. The Chief reviews referrals to secondary providers outside of Yale Health and serves as liaison to Yale University School of Medicine department of specialty; maintains population medicine programs for high-risk patients; participates as a member of selected organizational committees, assists the Medical Director in special projects and represents the department in communications with other organizations. The Chief also develops departmental budget requests, authorizes expenditures and monitors use of funds.

Essential Duties

  1. Organize the department in a manner that ensures easy access to high quality clinical care.  Work closely with clinical manager to assess and determine staffing needs, develop departmental operating systems and evaluate departmental operations in a culture of continuous quality improvement.
  2. Use data to perform appropriate quantitative analyses of workload and capacity, quality of care, utilization trends, satisfaction, etc., to provide short and long-term planning for resource needs.
  3. Design and implement systems to improve health care delivery in the Patient’ Centered Medical Home model of Yale Health.  
  4. Work with Human Resources to recruit, interview and recommend to the Medical Director clinician candidates for appointment to the clinical staff of the department.  
  5. Work with clinical manager to interview and select staff for administrative and clinical support positions within the department.  
  6. Serve as a mentor to direct reports.  
  7. Demonstrate excellence and commitment to patient care through the provision of direct medical care and consultation with providers both within and outside of the department.  Direct the patient care activities of department providers.  
  8. Establish standards and practice guidelines, in consultation with the Medical Director, for medical care within the relevant primary care specialties and assist in the development of productivity and quality assurance measures.  
  9. Participate as a member of selected organizational committees and assist the Medical Director in special projects.  Represent the department in communications with other organizations.
  10. Develop departmental budget requests in collaboration with the department manager.  Authorize expenditures under approved budget and monitor appropriate use of funds.

Required Education and Experience

  1. Graduation from an accredited school of Optometry.
  2. Board certification in Optometry.
  3. Qualifies for hospital and clinical faculty appointments.

Required Skill/Ability 1:

Demonstrated ability to implement developed standards of quality medical care and the monitoring and utilization of health services.

Required Skill/Ability 2:

Demonstrated clinical skills as attested by colleagues and supervisors.

Required Skill/Ability 3:

Ability to support staff with leadership, teaching and team building. Provides prompt input and consultation to other clinical staff as needed. Ability to lead and work as part of a collaborative and supportive team.

Required Skill/Ability 4:

Outstanding interpersonal and communication skills. Ability to work positively and effectively with a diverse population.

Preferred Education, Experience and Skills:

Previous management experience, preferably in a health care system such as an HMO or IPA.

Required Licenses or Certifications

State of Connecticut medical licensure as an Optometrist; State of Connecticut controlled substance registration; current Federal DEA Registration.
