Founded in the 1430s and situated in the heart of Oxford, All Souls is distinct amongst Oxford colleges for its focus on academic research. It is a thriving academic institution comprised of a distinguished group of Fellows in the Humanities, Law, Social and Natural Sciences, Physics, and Mathematics. Its Fellows are involved in teaching and supervision of research at Oxford and there are no undergraduate members of the College. Through its Fellows and otherwise, the College has strong ties to public life.

The Domestic Bursar holds the senior administrative post within the College. It is a broad and challenging role that calls for an individual who can operate as a general manager, with sound core finance and regulatory compliance skills, while showing sensitivity to the collegiate governance structure of All Souls. The Domestic Bursar is an ‘Official’ Fellow and a member of the College’s Governing Body.

Working closely with the Warden, the Manciple, the IT Director and the Estates Bursar (who manages the College’s investments), the Domestic Bursar is responsible for the management of all staff and College operations to ensure that the day-to-day running of the College meets the needs of the Fellows, as well as legal and compliance obligations attendant upon a regulated charity. The Domestic Bursar’s role is centrally concerned with compliance, legal, taxation and financial expenditure matters along with responsibility for HR, IT, College governance, academic support—e.g. supporting the competition process for the election of Fellows, and the allocation of Fellows’ accommodation (offices) in College properties.

The elected candidate will combine successful senior leadership experience across business operations in complex organisations, with strong financial planning, budgeting and control experience. The role calls for a versatility of skills in leadership and management of the operations of a small yet complex entity. In addition, candidates will be able to demonstrate a genuine commitment to the purpose of the College as a place of world-class research with close links to public life. The required personal attributes include attention to detail, sensitivity, diplomacy, impartiality and a tenacity to work effectively with a range of colleagues and College stakeholders.
